Hyderabad: Unchecked and unscientific digging does not just leave tarred roads in a shambles; on Monday morning it left thousands of people desperately trying to access emergency services as telephone lines for police and ambulances were disrupted. Though the authorities claimed the service remained accessible through backup telecom lines, callers could only connect to the helplines easily around 9am. The services were fully restored only by noon.

The underground BSNL cables were damaged due to road cutting works near Kompally. The call centres of GVK Emergency Management And Research Institute (EMRI), which operates the 108 ambulance service, 181 emergency service and ‘Dial 100’ control centre of the police, operate from the same area through dedicated telecommunication lines provided by BSNL.

“Our control room staff informed at around midnight that the ‘Dial 100’ call service was temporarily disrupted. Later, the services were automatically re-established through another service provider. I was told that the problem arose because of damage to BSNL lines due to road cutting work near Gundlapochampally,” Hyderabad police commissioner M Mahendar Reddy said.

When TOI contacted the Hyderabad city police control room, the on-duty staff informed that they started receiving calls with normal frequency only at around 9am.

The 108 call centre operated by GVK EMRI also received fewer calls due to disruption of the service. “On an average, we receive 40,000 calls every day from people in the two Telugu states. But due to the disruption of service, we received fewer calls. The total figure for the day might be around 30,000 to 32,000 calls,” chief operating officer (COO) of GVK EMRI, P Brahmananda Rao, told TOI.

However, he maintained that they automatically switched to another service provider immediately after the disruption of BSNL service. “There was no complete lack of connectivity. But the callers might have experienced a delay in getting through to the operator as the waiting queue was longer due to the technical problem. Though there is a dip in number of calls, the number of cases we attend each day remained almost the same,” Rao said.

BSNL general manager (rural), Hyderabad telecom district, C Ramachandran, said they received an alert about the disruption of service at around 7am.

“Our underground dedicated fibre optic line for ‘Dial 100’ and 108 services was damaged due to road cutting work taken up by contractors of either Mission Bhagiratha or road widening works between Kompally and Medchal. By 12 noon, we were able to re-establish the connectivity. Till then the services ran on backup connectivity of other service providers. Callers might have experienced difficulty in connecting as the backup lines can only accommodate few calls at the same time,” Ramachandran told TOI.
