<\/figure>New Delhi: Mobile phone sellers\u2019 association has urged the government to ready a bumper stimulus package including salary support, rental relaxation, bank credit and other fee waivers to rescue 30,000 sellers from bankruptcy at a time of stalled business activity for the segment which already runs on thin margins.
The All India Mobile Retailer Association (AIMRA<\/a>), which represents 1.5 lakh such retailers<\/a> across the country, has reached out to finance minister Nirmala Sitharaman for an impetus to survive the COVID-19<\/a> crisis and avoid job losses, in the sector already marred by unethical competition from e-commerce players.

In a letter to the minister, dated April 23, the body has urged to waive off interest on loans for the lockdown period with a 3-month moratorium<\/a> till September 30 and no penalties or interest should be collected on filling of GST<\/a> compliance on June 30th.<\/div><\/div>Besides this, banks must extend a credit facility of Rs 10 lakh at 5% annual interest without collateral for two years to every mobile retailer who is registered under the GST act, whereas for those who have been in business for more than five years, credit of Rs 25 lakh to Rs 1 Crore at 5% with 50% of the collateral must be allowed, AIMRA said.
\u201cThe credit rating should also not get affected due to the bouncing of post-dated cheques during the lockdown.\u201d
AIMRA also demanded a waiver of fee levied on merchants while executing card payments and zero-cost EMI for buyers to boost cashless payments post lockdown.
\u201cNBFCs and Banks should waive off digital payment charges i.e DBD (dealer by down) and MDR (merchant discount rate) charges on paper finance and on digital transactions for at least 6 months post lockdown,\u201d
Retailers are paying DBD charges of 1.5% to non-bank companies on financing mobiles and MDR commission of 1.5% to 3.5% on different credit cards for digital transactions.Read also<\/h3>

The group has sought a government advisory for landowners to refrain from declaring force majeure for rental agreements.<\/div><\/div>\u201cLandlords can probably be assured that for not taking rent during the period of lockdown, they will be reimbursed by the government from GST subsidy over a span of 3 years,\u201d the letter said.
It also suggested that the government can contribute 50% of store employee salaries while the employer can pay 25% reducing the effective cut to 25%.
Since shops are totally shut, electricity bills must be charged only on actual consumption and fixed charges must be waived off.
The letter stated that survival of retailers is not possible without intervention from the government.
\u201cThe mobile retail business is already on a ventilator, where sales of most shopkeepers had reduced by 70%!. More than 30,000 mobile phone retail outlets have been shut down in the past one year itself, and thousands are on the verge of closure,\u201d AIMRA said.
