Mumbai: Bharti Airtel<\/a> and Vodafone Idea<\/a> (Vi) have urged the Department of Telecommunications<\/a> (DoT<\/a>) to lower the amounts that they are required to provide in bank guarantees (BGs) to cover for statutory dues. The telecom operators<\/a> have argued that the money collected by the DoT is not in proportion to their declining revenues.

\u201cBoth Airtel and Vi have written to the DoT to recalibrate the guarantees that telcos offer annually to the government. Their revenues have been on a decline over the last few years but the amounts they need to provide through BGs are not in proportion to the declining revenue,\" a senior executive at one of the two telcos told ET on condition of anonymity.

The DoT, in some relief to carriers, has agreed to accept BGs valid for a year, compared with three years mandated earlier, but no decision has been taken yet on the latest request.

<\/div><\/div>The two telcos have been giving BGs of \u20b96,000-6,500 crore each year, split into two instalments. These BGs are sufficient to cover any default in the quarterly payment of licence fee (LF) and spectrum usage charges (SUC) that an operator has to pay every quarter to the DoT, said industry<\/a> executives.

They said the BGs being paid by the two companies to the DoT are at least 30% higher than they should be given the current revenues. If the BGs remain unutilised, then the telco cannot go to a bank and ask for additional guarantees if required. The banks then say that they have already provided the requisite amounts of guarantees in their exposure to the stressed telecom sector.

\u201cThe BGs remain unutilised and operators can use them for paying in other areas like the upcoming spectrum auction. Although LF and SUC are calculated on the basis of revenue, the BG amounts have not changed over the last few years,\u201d said the executive.

Bharti Airtel and Vi did not respond to ET\u2019s queries on the matter.

Their request to the DoT comes on the back of the telcos pointing out banks\u2019 reluctance to provide longer term BGs given the financial stress in the sector which is saddled with debt of more than Rs 8 lakh crore.

<\/div><\/div>Performance BGs and financial BGs are the two kinds of bank guarantees that are submitted to the DoT, and they are based on the revenue collected. According to analysts, BGs are another way telcos can save costs, especially in the long run.

\u201cIf the DoT agrees to this proposal, then even if the BG is not high, it will have a positive impact on the treasury in the long run,\u201d said a senior telecom analyst, who did not wish to be identified.
