“Be it
WhatsApp<\/a>, be it Facebook, be it any digital platform<\/a>, you are free to do business in India. But do it in a manner without impinging upon the rights of Indians who operate it...the sanctity and privilege of personal communication<\/a> must be maintained,” Prasad said at a virtual industry event on Tuesday.

“I know there will be pressure for sharing this (data), but, this is plainly unacceptable, let me be very clear on it.”

The Facebook-owned messaging app has been facing severe backlash over changes in its privacy
policy<\/a>, which allows WhatsApp to share additional user data with Facebook. Consequently, rival platforms Signal and Telegram have seen their downloads surge during the first week of January, outpacing WhatsApp downloads.

“I do acknowledge the implicit need for data movement in corporate globe to keep digital commerce intact. But the ground rule of that movement must be clearly laid. Next there must be reciprocity in data sharing in the world. And again, we must never compromise on our digital sovereignty,” the minister said.

The company, with over 400 million users in India, has since delayed the implementation of the new
policy<\/a> from February 8 to May 14.

ET had reported that WhatsApp's policy to share extensive metadata and business chats with parent Facebook and its companies could be viewed as an abuse of its dominant position, according to legal and privacy experts, who expect this could also raise antitrust concerns with the Competition Commission of India.

Prasad added that the government will fast-track the procedure of parliamentary approval for the Personal Data Protection Bill (PDP) 2018, which is being reviewed by a joint parliamentary committee.

“We enacted the architecture (of PDP) after widest consultation, retired Supreme Court judge and others recommending it. Thereafter, it is under examination by the select committee of the parliament and the prime minister was very clear that data is emerging contours of digital discourse. It has to be subjected to the widest consultation possible,” Prasad said.

“And once the report comes, we will surely push it and fast track for parliamentary approval.”

The minister also urged Indian players to contribute in developing Made-in-India 5G solutions to create an Indian 5G model.

“We missed 2G and 3G but we don’t want to miss 5G. Indian players must be proactive in creating an Indian 5G model. 5G must be developed in order to enable inclusive character of its processes for healthcare, education, farming. India’s appetite for 5G will be overpowering as a good commercial enterprise,” he said.

Telecom market leader Reliance Jio has said that it is working on creating its own 5G solutions.

Prasad also highlighted the government’s roadmap on developing the country’s electronics manufacturing industry by making India a hub of smartphones, laptops and IoT devices.
