NEW DELHI: The Assam government Thursday approved 3,642 pending right-of-way applications with immediate effect, which the tower infrastructure providers said is an important step toward Prime Minister Narendra Modi’s vision of Digital India and smart cities.
“Representatives of DIPA have been making enormous efforts with Assam Government for the implementation of the policy through the joint meeting, submissions with various advisories and directions by the Department of Telecom (DoT), team of National Broadband Mission (NBM) and today finally we have deemed approval clause in Assam,” said T.R.Dua, Director-General, Digital Infrastructure Providers Association (DIPA).
Dua added that Assam has become the fifth state after Jharkhand, Rajasthan, Haryana, and Uttar Pradesh to adopt deemed approval.
DIPA represents the telecom infrastructure providers such as Indus Towers, American Tower Co., Summit Digitel, among others.
The government has launched an online ‘Gati Shakti Sanchar Portal’ to speed up RoW application clearances, which otherwise used to take months to get approved.
Telecom minister Ashwini Vaishnaw has said that the portal will be empowered with legal backing in the future bringing clarity and accountability to the process of obtaining RoW clearances.
The centralised portal is expected to bring the time to obtain RoW clearances by telcos down by a fifth. Where earlier it took around 100 days to obtain RoW clearances, the portal will reduce the time to 22 days, the minister said. He also said the portal will be integrated with central RoW portals of other central ministries and departments in charge of infrastructure projects.
The portal, built by the Madhya Pradesh State Electronics Development Corporation, also includes a dashboard for tracking applications, and a helpline number for telcos.
