Maharashtra (13.82 million), Karnataka (12.18 million), Delhi (11.98 million) and Andhra Pradesh (11.17 million) are the other states with higher numbers of subscribers surfing internet at speeds greater than 520 KBPS.

At 39.4%Tamil Nadu also has the fifth highest interest penetration (subscribers per 100 population) behind Delhi (96.51), Himachal Pradesh (42.76),
Punjab (43.54), Kerala (40.79). The all India average is 26.98. TN is third on the list of highest rural internet penetration ( 24.03) after Himachal Pradesh (28.05) and Punjab (27.15).

Experts say that the steady increase in the internet facilities has helped the state implement various e-governance measures even in the remotest villages. "We are running 10,000 e-seva centres across the state. Every day, there are 50-60,000 transactions at these centres where 140 services are offered. Last year we recorded 1.1 crore transactions," said a senior IAS officer from the Information Technology (IT) department.

Another direct impact of increasing internet penetration in Tamil Nadu has been felt in sale of railway tickets. There has been a 48 percent increase in the sale of e-tickets from 2014-2016, figures show while sale of paper tickets has dropped by three percent. This has led to shorter queues at the booking counters as only the first few are able to get a confirmed paper ticket.

Internet connectivity has also helped the state government implement welfare schemes in the education sector like distribution of 3.5 million laptops to students over the past five years.

The IAS officer cited scaling up of Public Distribution System (PDS) using point-of-sale (POS) machines and identifying beneficiaries through Aadhar authentication as being a direct advantage of higher internet penetration in the country.
