KOLKATA: Bharat Broadband<\/a> Network Ltd (BBNL<\/a>) plans to fine companies which delay execution of the 21,000-crore national broadband venture that is already two years behind schedule due to poor coordination between implementing agencies, a top company official said.

BBNL, a special purpose vehicle under the telecom department, has been tasked by the communications ministry to drive rollout of a countrywide broadband network for taking high-speed internet to the hinterlands. Popularly known as the
national fibre optic network<\/a> or \"NOFN<\/a>\" venture, it will be 100% funded by Universal Services Obligation Fund (USOF<\/a>).

\nState-owned BBNL plans to tighten the rollout rules by including stiff penalty clauses after sector regulator Telecom Regulatory Authority of India (Trai) recently urged the government to ensure compliance to stringent timelines for key USOF-funded projects like NOFN.

\nIn an internal note seen by ET, Trai has recommended that BBNL should build in \"severe\" penalty clauses for delays in its agreements with agencies implementing the NOFN project and offer incentives if work is completed before deadlines.

\n\"We are considering Trai's recommendations and plan to impose a maximum penalty, equivalent to 10% of the value of each tender package for any time-overruns, post-award of contracts,\" said the BBNL official.
