KOLKATA: Bharat Broadband<\/a> Network (BBNL<\/a>) is set to diversify into the internet business<\/a> to deliver government-to-citizen e-services nationally from April 2016, a top company official told ET. It though has decided against pitching for a unified licence (UL) as it does not plan to enter the mobile services business, as originally suggested by the telecom department.

\nState-owned telecom infrastructure provider BBNL is a special purpose vehicle set up for implementing the ministry of communications' ambitious Rs 21,000-crore national broadband venture, popularly called the NOFN project.

It will put in an application for an internet service provider (ISP) licence after the
Telecom Commission<\/a> and rural development ministry formalise the financing terms of the e-services network, which will use the NOFN infrastructure. The telecom department (DoT) has pegged the capex requirement for the e-services network at Rs 3,750 crore, while the total capex is estimated at Rs 18,600 crore.

\n\"We expect an official go-ahead from Telecom Commission to apply for an ISP licence after the rural development ministry gives a commitment to shoulder the operating expenses (of the e-services network) over a 10-year span,\" the BBNL official said.
\n
\nThe Telecom Commission, which is the highest decision-making wing in the communications ministry, is likely to take up the matter with the rural development ministry shortly.
\n
\nThe DoT wants BBNL to focus on the internet business in addition to its role as a bandwidth supplier, \"since private telecom service providers and ISPs have been reluctant to extend basic community broadband services at the gram panchayat level due to unviable end-to-end bandwidth charges,\" the official said.

Even state-run Bharat Sanchar Nigam (
BSNL<\/a>) has been averse to delivering such services on the grounds of low demand and dismal power availability in the rural pockets.
