Kolkata: A joint bidding entity of Bharti Global and the British government, which recently won a bid to take over UK’s OneWeb, will shortly put in an application to the Indian National Space Promotion and Authorisation Centre (IN-SPACe) to secure landing rights to use the bankrupt British firm’s satellite systems capacity in India to deliver fast wireless broadband services.

Bharti Global is the overseas arm of
Bharti Enterprises – the holding company of Bharti Airtel, India’s second-largest telecom operator. IN-SPACe is a central regulatory body mandated to attract private capital into the space sector and create a level playing field for private-sector satellite services companies.

“The Bharti Global-British government Bidco (which put in the winning bid for OneWeb) is working towards establishing its presence across all key global markets to execute activities, post-approvals from the court process. India will be an important market, and in this regard, it will work with all stakeholders, including the Indian Space Research Organisation (Isro),” a Bharti spokesman said in a written response to ET’s queries.

Another person aware of the matter said landing rights permission would be sought from appropriate authorities in the Department of Space (DoS) to enable the setting up of multiple gateways to use OneWeb’s satellite bandwidth capacity and deliver wireless broadband services across India’s rural and remote corners. He said that moves are afoot to deploy OneWeb’s satellite bandwidth capacity in both the Ka (27-40 GHz) and Ku (12-18 GHz) bands.

Last month, the Bharti-UK government combine won the bid to take over OneWeb. The two joint venture partners will invest $500 million each in the UK satellite firm – which will deliver high-speed, low-latency broadband services in rural and remote regions – aiming to take on the likes of
Elon Musk’s SpaceX Starlink and Jeff Bezos’s Amazon-linked Project Kuiper. OneWeb went bankrupt while trying to build a constellation of satellites to deliver wireless broadband globally.

Capital infusion by Bharti Global and the UK government is likely to help OneWeb complete construction of the satellite constellation. The deal is subject to a clearance from a US court and other regulatory approvals, which are likely before the year-end, according to people aware of the matter.

Bharti Enterprises’ push for landing rights in India comes just days after chairman
Sunil Mittal said OneWeb would start delivering high-speed broadband services in India by early 2022 using a constellation of 648-odd low-earth-orbit (LEO) satellites. He had said that the company had sought Isro’s support to build affordable access terminals for OneWeb’s upcoming services.

The government has opened up the space sector and is trying to create a level playing field for private satellite builders, satellite launchers and space-based service providers to invest aggressively in India.

Analysts said Bharti Global's pact with the UK government could open up new revenue streams, as OneWeb is likely to participate in multiple government projects for delivering high-speed satellite broadband connectivity in rural markets around the world.

The telecom regulator has estimated the bandwidth need for rural India at upwards of 1,600 Gbps by 2022. But since rural India is likely to have access to under 10% of this need, experts believe private satellite capacity creation can make a big difference. India’s satellite broadband user base is at tiny 0.3 million compared to 4.7 million in the US and 2.1 million in the EU.
