“4G spectrum will be allocated administratively at 2016 prices,” Prasad said, <\/span>and added that the government will pay Rs 4,000 crore from the budget provision towards spectrum expense.

MTNL which operates in Delhi and Mumbai and is a listed company, according to him, would become a subsidiary of BSNL till the time both entities are completely merged.

The Centre has approved in-principle merger of the two.

“MTNL will act as a subsidiary of BSNL,” he said, and added that the government aims to merge both firms together but the entire process would take a longer time.

“Attractive VRS packages will come up which is voluntary, and not a forced one,” Prasad added.

The ex-gratia component of VRS will require Rs 17,169 crore, and in addition to it, the government will be meeting the cost towards pension, gratuity and commutation.

State-run BSNL and MTNL have high revenue-to-wage ratio. BSNL has a headcount of 163,000 while MTNL employs 22,000 workforce.

Both the telcos, according to him, are strategic assets which comes to the rescue in the times of natural calamities.<\/span>

“In 2 years, BSNL will become Ebitda (earnings before interest, tax, depreciation and amortization) positive, and the Group of Ministers (GoM) with further decide the future course of action,” he added.

Following Tuesday’s late evening intervention by the Prime Minister Office (
PMO<\/a>), the Department of Telecommunications (DoT<\/a>) had sent the note to the Cabinet without the Ministry of Finance (MoF<\/a>) response.<\/span>

The department had sought comments from MoF in respect to the Cabinet memo circulated to the nodal ministries.<\/span>

The finance ministry had previously opposed any financial backing to state-driven telcos, and added that any upfront support to BSNL and MTNL would be a huge burden on the budgetary resources of the government.

Sharma further said that intra-city fibre would give BSNL a better value proposition. \"The scope for tower leasing is apparently lower since all the three players-- Bharti Airtel, Reliance Jio and Vodafone Idea have their own tower subsidiaries,\" he added.

However, the government intends to monetise real estate assets.

Both PHD Chambers of Commerce and the Telecom Exports Promotion Council (Tepc) hailed the Centre’s move to revive the two sick telecom companies.

“We welcome the Cabinet approval of the revival package of BSNL and MTNL. The much-needed support will help the two telcos to a turnaround in next 2 to 3 years of time,” Sandeep Aggarwal, co-chairman of Tepc said.

Going forward, Aggarwal said that the BSNL's assets too could be best monetised by taking assets to a step-down subsidiary and then issuing InvITs and shares to get funds for modernisation and 4G expansion.

Former VSNL chairman Brijendra Kumar Syngal said that despite the stimulus, the situation at both— BSNL and MTNL wouldn’t improve.

“This (revival) is a waste of the taxpayer’s money. The best thing is to do disinvestment in BSNL and make it a tradable commodity,” the industry veteran said, and added that BSNL has some excellent assets that could be monetised.
