Many have pointed out that the system has left operators with reduced income and viewers disgruntled with the available channel packages. “We have pointed out that viewers are now paying more for fewer
channels<\/a>. While previously, a subscriber got all channels for Rs 450, they are now paying at least Rs 100 more for the same package. As a result, a large number of viewers has scaled down the number of pay channels to keep the expenditure unchanged. That apart, the new system is also unfair to operators since their share has dropped, making it difficult for them to run their business,” said the secretary of a leading operators’ union in south Kolkata.

He added that most unions have demanded an immediate rise in the operators’ revenue share. “We have asked for the entire price of free-to-air channels, which had originally been allotted to us. Now, we get a 45% share while the rest goes to the MSO. At least half of the revenue from pay channels should be given to us while the other half could be shared by the MSO and the broadcaster,” he said.

About 80% of the revenue from pay channels now goes to the broadcaster and the rest is divided between operators and MSOs. While viewers pay Rs 154 for 100 FTA channels, pay channel prices vary from 10 paise to Rs 19.

The new system is useless since subscribers are still being forced to watch channels that they don’t want, pointed out Mrinal Chatterjee of MSO Bengal Broadband. “Broadcasters are offering channels a la carte, but at a price that most subscribers can’t afford. So now they have offered packages at discounted rates that are being pushed through the MSOs. Subscribers have no option but to accept these packages, which have a few channels of their choice, but contain a larger number of channels that they don’t want. The new system has proved to be self-defeating,” said Chatterjee.

He added that operators should have a larger share of the pay-channel revenue. “When the CAS came into effect in 2006, it had been stipulated that channels airing commercials can’t turn into pay channels,” said Chatterjee.
