\"\"PANAJI: The comptroller and auditor general of India has raised a red flag over the performance of the Goa<\/a> broadband network (GBBN<\/a>), pointing out flaws in the GBBN contract agreement signed with the department of information and technology with United Telecoms Limited<\/a> Bangalore. CAG<\/a> has also expressed its concerns over irregularities by GAP-implementing agency, Nupur Technologies<\/a>. Reprimanding the department for not ensuring quality service, the CAG, in its report for the financial year ending March 31, has recommended service-level agreements for maintenance and monitoring of network uptime.

\n“The state wide area network established was not founded on proper contractual terms and service-level agreements due to which the quality of the last mile network connectivity and routes between headquarters and village headquarters were poor and unstable,” the CAG has stated.

\nIndicting the department of information and technology for not following procedure while analyzing prices quoted by private vendors, the CAG report said that 1.07 crore was paid to Nupur Technologies for 888 800VA UPS units at a rate of 12,070 per unit though the rate fixed by the directorate general of supplies and disposals was 3,387 per unit.

\nA physical inspection at 10 random sites revealed that at eight locations, Nupur Technologies installed 600VA UPS instead of the 800VA UPS billed. The CAG report also pointed out that records of the quantum of work taken up by the same company were not maintained.
\n
\nAdditionally, payment to United Telecoms was supposed to be linked to the performance of GBBN based on 23 parametres including networking and maintenance. While 40% of the dues were to be paid upfront, the government was supposed to pay the remaining 60% after deducting penalties for faulty services. A third party audit found that GBBN consistently scored low points on network uptime performance.

\nThe CAG has also raised concerns over the poor computerization of departments and panchayats, non-availability of payment gateway facility and the lack of monitoring of performance of e-services. This has weakened the effectiveness of the delivery of e-services, CAG has observed.
