NEW DELHI: Lawful interception activity will no longer be routed through telecom service providers with the Central Monitoring System (CMS<\/a>), a government-run ‘secure’ mechanism for tracking phone calls, text messages and internet activity of subscribers, likely to be up and running by the end of this year.

CMS<\/a> will be equipped to mount surveillance on calls, text messages and internet activity of subscribers across the country, which government says will be “as per requirement of the law enforcement agencies to address security threats and unlawful activities by anti-social elements misusing the nation's communication network”.

\nThough the home ministry maintains that CMS will check illegal interception by telecom service providers and rule out foul play by leaving an electronic trail of each interception, critics view the new arrangement as a potential infringement upon privacy of citizens since the government will have exclusive access to calls and internet traffic across the country. Some have even likened it to the controversial US surveillance programme, PRISM, under which internet communications of foreign citizens were clandestinely collected from various US-based internet companies.

\nAccording to home ministry sources, lack of funds had been holding up rollout of CMS facility, making it miss the deadline by six months. C-DoT, the nodal ministry for implementation of CMS, had projected a requirement of Rs 200 crore to set up two CMS centres, one in Delhi and another in south India, but the absence of specific budgetary allocation this year threatened to delay the project further.

\nOn Tuesday, the home ministry and DoT reviewed the funds roadblock and worked out a mechanism wherein existing budgetary resources could be re-adjusted to expedite CMS rollout.

CMS was first announced by the
UPA government<\/a> in 2009. A government statement dated November 26, 2009 described CMS as a “centralized system to monitor communications on mobile phones, landlines and the internet in the country\" and claimed that the project would “strengthen the security environment in the country”.

In March 2011, then MoS for communications and IT
Sachin Pilot<\/a> told Parliament that CMS “will automise the present manual system of interception and monitoring, which will enhance the secrecy of intercepted numbers and will cut down the delay in provisioning”.
