The bidding norms advisory, seen by ET, is the latest regulation in India's preferential market access (PMA) policy<\/a> that progressively calls for 100% local sourcing of “security sensitive<\/a>“ telecom products<\/a> for government contracts.
\n
\nThough domestic producers have to match the L1 price bid quoted by a foreign vendor, the new PMA tender rules categorically state that “domestic manufacturers must not be subject to any restrictive product specifications or a mandatory prior experience clause“.
\n
\nFurther, DeitY<\/a> exhorts all central procuring agencies to rationally identify and evaluate predatory pricing by any bidder. It has not specified the “preference quota“ for local telecom electronics suppliers, leaving it to the discretion of government departments and ministries to “formulate tender norms as per requirements to encourage domestic manufacturers“.

\nDeitY has, however, suggested that only domestic electronics suppliers whose bids are within 20% of an L1 bid by a foreign vendor will be allowed to match it.
\n
\nBut the proposal has been strongly opposed by local suppliers, revealed another DeitY note. It has referred the matter to the Department of Expenditure following “several representations seeking deletion of the provision“.

\nThe latest advisory comes at a time when the government is reviewing local value addition rules for telecom electronics. Value addition is the degree of localisation that will go into a piece of imported telecom gear using Indian resources before it is tagged `Made in India'.

\nA final call on the value addition targets will be taken by the recently established National Planning & Monitoring Council for Electronic Products (NPMCEP), which will enforce the local sourcing rules.
