By provisioning up to 100 Mbps Internet speed, the state government is taking a big leap in rural transformation with optical-fibre highway becoming a backbone network for all socio-economic activities under the ambitious Digital Village program.

The move is expected to benefit as many as 3.5 crore rural inhabitants across more than 18,000 villages in the western Indian state.

Gujarat Fibre Grid Network Limited (GFGNL), a Special Purpose Vehicle (SPV) has been deploying the state-wide fibre network together with
GTPL Hathway<\/a> Limited and Polycab India<\/a> Limited consortium.

Shukla said that the SPV essentially synergises the efforts of BBNL (
Bharat Broadband Network<\/a> Limited) to create a village backbone for facilitating mobile operators, internet service providers and government agencies to deliver multiple services to the rural populace at their doorsteps.

The state that has completed nearly 60% of the mandated program, is likely to deploy 36,000 kilometres-long ambitious BharatNet network encompassing 7,700 gram panchayats or village blocks by May this year, and is one of the eight states implementing the federal network initiative via state-led model.

“Gujarat is far ahead of many other states in implementing this initiative which will connect villages to the state capital Gandhinagar. People in rural areas will be able to get several e-services from the government,” the official said.

GFGNL is also setting up Network Operating Centres (NOC) and disaster recovery centre at Gandhinagar and aims to monitor fibre grid network round the clock with service-level agreement (SLA) OF almost 99% to provide seamless services to rural inhabitants.

“Owing to some learning from the implementation of BharatNet Phase-I, we completely re-invented the whole process in the current phase,” Sanjay Gaden, Head of State e-Governance Mission Team (SeMT) Gujarat said.

In October 2017, the state government, according to Garden, has taken a number of administrative reforms including Right of Way (RoW) waiver and autonomy to private players to facilitate the digital initiative.

“Not only infrastructure would give a push to the vision of making Digital Village in the country, but it will help Digital India take a new shape altogether,” Garden said, and added that the state government is deploying model Digital Villages in Manipura and Garal village blocks where villagers would be provided with services such as Wi-Fi, CCTV, Smart Classroom and government applications like e-education, e-health, e-agriculture, and weather forecast.

The Department of Telecommunications (DoT)-controlled consultancy firm Telecommunications Consultants India Limited (
TCIL<\/a>) has been mandated for quality audit, and the initiative is also complementing the Centre’s prestigious Make in India program by using domestically-procured optic fibre cable, duct and hardware.
