You have recently come out with telecom sector data across countries. What are India's key performing indicators (KPI)?<\/strong>
Our networks are transporting more data that the US and China put together. We are second-largest in terms of the consumer base and No. 1 in data consumption. Our rates are lowest in the world. We are not good in fibre or fixed-line infrastructure which is extremely poor and therefore, we are emphasising on fiberisation<\/a>. Fibre is a pre-requisite for fifth-generation (5G<\/a>) technology and is required for connecting all towers. It is the most important part.
What is your top priority as a sector regulator now?<\/strong>
We play a role in giving advise if the Department of Telecommunications (DoT) seeks it. We have embarked on the new National Digital Communications Policy 2018, and are ready to provide further inputs to the department to operationalise the policy objectives. One way, however, is to provide suo motu recommendations. We are working closely with the DoT to operationalise policy goals.
Are you planning a consultation paper to help government and industry meet policy objectives?<\/strong>
There will be a consultation paper on how to operationalise the National Digital Communications Policy and there may be a separate paper on fiberisation in the country. It can be both ways— either suo motu or DoT can make a reference for it.
Post market consolidation, there are some fears of cartelisation that may lead to higher tariffs. Your views?
<\/strong>Tariff are under forbearance and find equilibrium. 3 plus 1, is actually a good thing that has happened. The sector is going to grow in future. Telecom is no more one sector but a platform for all sectors— be it a financial, agriculture or education. For digital communication services, more and more data will be delivered and demand will continue to come. Going forward, there will be no growth constraint.
Do you think the current market structure is competitive?
<\/strong>A four-player market is fairly healthy and offers a competitive environment. If it is anti-competitive or predatory, we'll come in. We'll not interfere as long as the market is competitive as per rules.
Quality of service is still a grey area. What do you think should be done further?<\/strong>
We are transporting 97% of data through wireless which has its own limitations such as issues related to the quality of bandwidth and upload and download, and it is difficult to ensure Quality of Service (QoS) in wireless medium and therefore India should come on fixed-line broadband infrastructure. We have already recommended to make use of cable TV infrastructure.
What are you doing to ensure service quality?<\/strong>
We have our own processes and with new QoS norms, we ask for explanations, issue show-cause notices and put levy or financial disincentives which we have already been doing. The aim is not to name and shame who are not meeting benchmarks.
Do you think more quantum of spectrum should be available for auction?
<\/strong>More spectrum should get auctioned so that there will be more availability to operators, and eventually QoS will be increased. Spectrum is a perishable resource and we have already given our recommendation to the government on this matter.
Some believe that there should be a lower pricing when it comes to fifth-generation (5G) airwaves? <\/strong>
We have given our suggestion and it is the government to consider pricing. Actual price is determined by the auction process only, not merely by base price. Our pricing is based on rational considerations. We have done analysis, and to my mind, it is most appropriate.
Any final call on pricing and time of sale?<\/strong>
This is an optimal band-wide reserve price. The government will take a final call on pricing and on when they will be doing the auction.
You have suggested some steps toward local gear manufacturing but multinational companies are resisting?
<\/strong>India is the second-largest telecom market. The requirement of telecom equipment is huge and India is the biggest consumer of products. We shouldn't be continually importing gear and it is time to ensure local production. We have given recommendation so as what steps would be taken for telecom back-end equipment manufacturing in the country.
