New Delhi: The Department of Telecommunications (DoT) has extended the deadline for stakeholder comments on the consultation paper on the need for a new legal framework governing telecommunication in India.

The last date for receipt of comments is now extended to September 1, 2022.

"Due to several requests from stakeholders, the last date for receipt of comments is now extended till 1st September, 2022," the DoT circular said.

The DoT had sought views on the need for overhauling laws governing the
telecom sector on July 23, stressing on the need to create a new legal framework that is precise, clear, and in tune with the changing times and technologies.

The consultation paper released on the new legal framework has called for changes to regulations on
spectrum management, M&A, provisions pertaining to insolvency, and those related to national security, among other things.

The new law, according to the consultation paper, will address simplification of the regulatory framework and aim at "establishing an enabling future-ready framework for the development of the telecom sector and deployment of new technologies."

The new legal framework also needs to contain provisions for re-framing and harmonisation of frequency range, in a bid to ensure provision of sharing, trading, leasing and surrender of spectrum assigned.

It also calls for a simplified process for mergers, demergers and acquisitions.

The DoT has also asked for the new law to provide a robust regulatory framework for obtaining right of way, in a "uniform non-discriminatory manner" and make provision for an effective dispute resolution framework.
