DoT小组提交BSNL 4G招标蓝图

\"DoT<\/figure>NEW DELHI: The Department of Telecommunications (DoT<\/a>)-led panel has finally submitted its finding on the terms and conditions for the procurement of fourth-generation or 4G<\/a> equipment by Bharat Sanchar Nigam Limited (BSNL<\/a>) that suggested a system integrator-led network deployment model.

\"The DoT committee has finalised its report on BSNL's 4G equipment supply which, after due approvals, will be sent to the state-run telco in the coming few days,\" a person familiar with the matter said, and added that it recommended the system integration-based strategy.

The internal study, following representations from system integrators such as Tech Mahindra and Tata Consultancy Services (TCS), suggested the procurement of core equipment locally, and opening of an Escrow account.

<\/div><\/div>In July this year, the state-owned telco scrapped the Rs 8,000 crore tender for planning, engineering, supply, installation, testing, commissioning, and annual maintenance of the 4G mobile network it rolled out in March.

While the homegrown vendors such as Vihaan Networks, Sterlite Technologies, and Tejas Networks, led by the Delhi-based Telecom Equipment Promotion Council (Tepc) sought their participation in the bidding process, the department's move to rope in solution providers, is likely to increase the sourcing and deployment costs.

BSNL though fears that any cost escalation through the suggested model would only attract fury from auditors and vigilance department.

However, the people familiar with the matter said that the system integrators have already initiated talks with domestic equipment makers and suppliers in addition to multinational vendors but cost factor, supply risk, and payment fulfillment worry firms.

The talks were also on with the US-based Mavenir Systems and Japanese Rakuten for software delivery while state-run ITI is expected to build radio elements.

Recently, Tech Mahindra has entered into an alliance with Rakuten for network integration.

<\/div><\/div>In June this year, ITI and CP Gurnani-headed Tech Mahindra have entered into a strategic deal to work together in the areas of 4G and 5G networks as well as Smart City programs.

Manish Vyas, chief executive of network services at Tech Mahindra has recently said that the company was excited about the developments in the department, and has been aggressively working to put together a comprehensive response.

The department's reliance on an unproven SI-led model has left the homegrown companies worried which were although hoping for some relief in the wake of the recently-announced Atmanirbhar Bharat<\/a> (self-reliant India) initiative.

\"This (SI model) is apparently bound to fail since such a move remains unaccomplished in the telecom sector, unlike the IT industry<\/a>, and that will ultimately lead to further delay BSNL's 4G network,\" a senior executive at one of the homegrown gear companies who do not wish to be named said.

BSNL, as a part of phase - IX network expansion, wanted to upgrade as many as 49,300 sites to 4G and the addition of 7,000 new sites in two metropolitans- Delhi and Mumbai for Mahanagar Telephone Nigam Limited (MTNL).
