On Saturday, the Bengaluru Police filed a first information report (FIR)<\/a> against Dream11<\/a> founders Harsh Jain and Bhavit Sheth following a complaint that the Mumbai-based firm had continued to offer gaming services<\/a> on its platform a week after the state government notified the new rules<\/a> disallowing what it termed as “games of chance”.
Dream11 continues to maintain that it is compliant with all the laws.
“However, following the recent media coverage, our Karnataka users have expressed deep concerns and anxiety on their safety and security,” the company said in a statement. “In order to allay our users’ concerns, we have decided to suspend operations in Karnataka. This decision is without prejudice to our rights and contentions under law.”
Karnataka’s new law, which came into effect on October 5, bans online games that are \"games of chance\" in nature. It makes operation, abetting or sheltering of online games involving exchange of money, betting and wagering “cognizable and non-bailable offence.”

Dream11 has joined the likes of Mobile Premier League<\/a> (MPL), Paytm First Games<\/a>, Games24X7 and others, which have deactivated their platform for users in Karnataka.
The move comes at a time when the Indian Premier League (IPL) is underway and the T20 Cricket World Cup is slated to start later this month. These sporting events are crucial for the gaming platforms to drive engagement and acquire new users in what’s a competitive sector.
Karnataka is among the top three states in India in terms of user base of online fantasy games, industry experts told ET. MPL became a unicorn just last month<\/a> while Dream11 — valued at nearly $5 billion — is the largest player<\/a> in the space.
Chance vs Skill<\/strong>
The complaint, based on which the FIR has been filed, was made by Manjunatha, a cab driver in Bengaluru. The FIR was registered by Annapoorneshwari Nagar Police in West Bengaluru and names the cofounders of Dream11 as accused. The police are preparing to issue a notice seeking their presence to respond to the charges made in a complaint, ET reported on Saturday.
Dream11 said that the complaint was “motivated” and it is examining legal remedies.
According to the company, the Karnataka gaming ban<\/a> is not applicable to games of skill but only gambling or betting, and that it was a “responsible, law abiding company and will extend our full cooperation to any authorities”, Saturday’s ET report cited a company spokesperson as saying.
On Sunday, Dream11 reiterated that it has been advised by the Federation of Indian Fantasy Sports (FIFS), who have shared an opinion from a former Supreme Court Judge, stating that the Karnataka Police (Amendment) Act, 2021, does not apply to its member fantasy sports operators.
“This is because the FIFS format of Fantasy Sports has been upheld by the hon’ble Courts of India as not amounting to gambling, betting or wagering,” the company said.
\"Big Win\"<\/strong>
Karnataka’s Home Minister Araga Jnanendra called the first case filed under the new law a “big win” in the government’s fight against online gambling. Online betting games, he told ET on Saturday, were ruining the lives of many people, and that the government was receiving a lot of appreciation from the public for bringing the law.
Many online game operators, the minister said, have blocked access to the games in Karnataka after the law was notified last week. The government, he said, has only banned games of chance, and not games of skill. But one cannot allow betting and wagering even on games of skill.
Jnanendra urged members of the public to inform the police if they came across any instances of violation of the law.
