Kolkata: The government’s decision to include design-led manufacturing in the production-linked incentive (PLI) scheme for telecom and networks equipment and also commit more benefits is likely to help India attract around $3 billion (roughly Rs 23,400 crore) of potential investments from global and local companies, say analysts and industry executives.

The expanded telecom PLI scheme is expected to enthuse existing PLI beneficiaries to participate more aggressively and also attract new applicants to tap into emerging opportunities around design-led network equipment manufacturing, especially as India readies to go 5G.

Analysts and industry executives said the broader scheme would also drive creation of intellectual property via innovations around local design and manufacturing of 5G gear and also hasten creation of a vibrant telecom components ecosystem.

“With India set to go 5G in a few months, inclusion of design-led manufacturing can double the impact of the telecom
PLI scheme and help the government easily attract around $3 billion of investments from global and domestic manufacturers in the next 3-5 years,” Rohan Dhamija, head (India & Middle East) at Analysys Mason, told ET.

On Monday, the
Department of Telecommunications (DoT) extended the tenure of the Rs 12,195 crore PLI scheme for telecom and networks equipment by a year and raised the incentive rate by an additional 1% to attract manufacturers. Further, it included design-led manufacturing to the scheme, allocating Rs 4,000 crore from the PLI fund to boost local 5G design-led manufacturing. The department has also added 11 new telecom products that can be manufactured under this PLI scheme.

Experts said since the telecom PLI scheme mandated a minimum 50% usage of local components, it would also accelerate creation of local supply chains for telecom products.

Ericsson said the incentives provided for design-led manufacturing would help grow the overall networks ecosystem in India. “More local design and manufacturing means growth of the overall sector and growth of the components ecosystem, which is critical to sustain local manufacturing,” an Ericsson India spokesperson told ET.

Ericsson, via its Jabil unit, is among a clutch of multinationals who have participated in the PLI scheme for telecom and networks equipment.

The DoT has also included design-led manufacturing to the scheme, allocating the balance of Rs 4,000 crore from the PLI fund to encourage 5G design-led manufacturing in India. Furthermore, the telecom department has added 11 new products to the list of telecom and networking equipment that can be manufactured under the scheme.
