How are you looking at the ambitious Atmanirbhar Bharat (self-reliant India) campaign?<\/strong>

Atmanirbhar Bharat Abhiyaan or self-reliant India campaign is the vision of a new India realised by our Prime Minister
Narendra Modi<\/a>. On 12 May 2020, our Prime Minister talked about building the five pillars of Aatmanirbhar Bharat<\/a> that include the economy, infrastructure, system, vibrant demography and demand with an announcement of the special economic and comprehensive package of Rs. 20 lakh crores - equivalent to 10% of India’s GDP – to fight against the COVID-19 pandemic in the country. The aim behind such a call was to evolve the country and its citizens to be independent and self-reliant in every aspect.

How will the Prime Minister’s clarion call help homegrown companies as they say that in many cases they are restricted to supply products by public firms?<\/strong>

It was a landmark call for ‘Atmanirbhar Bharat’ to businesses to become ‘Vocal for Local’ in order to promote the homegrown businesses and brands as well as local apps. For the survival of the homegrown telecom companies amid the challenging times due to the pandemic situation and subsequent national shutdown, the telecom committee has sought a comprehensive stimulus package from the government which will definitely provide an impetus to gear up the localised suppliers for the competition from the multinational players.

How is Tepc advocating the local companies’ challenges such as releasing outstanding from BSNL and other state-run firms?
<\/strong>
The indigenous companies have been demanding their dues to be cleared from state-controlled Bharat Sanchar Nigam Limited (BSNL), Bharat Broadband Network Limited (BBNL) and Indian Telephone Industries (ITI) by releasing funds from the Cabinet. The telecom sector is also looking forward to some relief to the local service providers in terms of adjusted gross revenue, spectrum charges, licence and other fees and incentives to private operators that can be used for procurement of indigenously designed developed and manufactured telecom equipment.

Should the gradual reservation to domestic companies be given even in the purchase orders of private players?<\/strong>

Currently, India does not have a single public procurement law. Only the states of Tamil Nadu and Karnataka have adopted transparency laws for public procurement. Besides seeking best 'value for money', the public procurement policy in India is further complicated as it also seeks to fulfil several social and developmental objectives such as the policy of preferences\/offsets to favour certain sectors. Price preference, reservation of products for exclusive purchase from small scale industries and price preference for the Central Public Sector Enterprises (CPSE) of up to 10 percent over large scale private units mark the offset policy.

The
National Manufacturing Policy<\/a> leverages public procurement to stimulate manufacturing in India – to raise its present share of about 18 percent of the GDP to 25 percent by 2025. Moreover, following the present international practice, particularly in developing countries, the participation in public procurement is getting limited to domestic players gradually, except to the extent necessitated by bilateral or plurilateral agreements.

Do we think Indian firms are fully capable of supplying core and radio networks to BSNL as a part of 4G deployment?<\/strong>

PM's drive for Atmanirbhar Bharat aims to emerge a self-reliant India with Indian businesses’ outstanding approach in delivering the services with much less dependency on imports. The Indian companies are capable of supplying core and radio network to BSNL as a part of 4G deployment on a turnkey basis. ITI Limited, the state-owned enterprise floated a request for proposal (RFP) inviting domestic companies to jointly bid for BSNL's 4G equipment supplies, and enjoys a 20% reservation in telco's order, as a part of a policy initiative.

Companies striving for BSNL's 4G supply include Korean Samsung, Finnish Nokia, Swedish Ericsson as well as homegrown companies such as HFCL Limited, Tejas Networks, Sterlite Technologies, Polycab India, and large system integrators such as L&T and HCL, in addition to state-owned Telecommunications Consultants India Limited (TCIL) and ITI Limited. BSNL is set to soon start the trials on the 2100 MHz spectrum band that would be allocated administratively and funded by the Centre through capital infusion at a value of Rs 20,140 crore while the GST amount of Rs 3,674 crore would be borne by the government through budgetary resources.

What steps are you taking to promote Indian vendors & how will it help the economy?

The outbreak of COVID-19 has created unique opportunities for Indian businesses with encouragement to the ‘Make in India’ scheme for promoting the indigenous companies. Well, I believe that India definitely has the capability to emerge as the next global production hub as it can offer a large international market, quality labour at competitive rates and a thriving private sector. Recently, the Centre has introduced pioneering reforms along with a range of monetary stimulus packages. These reforms can provide opportunities for both industry and academia.
