<\/span><\/figcaption><\/figure>NEW DELHI: Telecom secretary<\/a> K Rajaraman<\/a> Thursday urged state IT Secretaries and Department of Telecommunications<\/a> (DoT) officers from head office and field units to expedite granting of Right of Way<\/a> (RoW<\/a>) permissions as any delay could impede broadband penetration across the country.

Rajaraman stressed that there is a direct correlation between low broadband penetration and non-alignment of RoW rules in the same state\/Licensed Service Area (LSA).

“The problem could be exacerbated in light of planned 5G rollout in near future,” the official said.

The remarks came during a meeting with state IT secretaries and DoT officers, chaired by Rajaraman, Hari Ranjan Rao, Additional Secretary (T), and Nizamul Haq, Director General (Telecom).

Furthermore, Rajaraman directed all DoT field units to conduct monthly meetings with service providers to review application approval process and pendency, and also pursue the same with the state\/municipal authorities.

“Secretaries and Heads of Department of State Governments were also requested to facilitate speedy disposal of RoW applications in their respective States. State Broadband Committees were also requested for their intervention for alignment of the state
policy<\/a> with Central RoW Rule-2016,” according to a Press Information Bureau release.

The Prime Minister Narendra Modi government is banking on a national broadband initiative,
BharatNet<\/a>, that aims to connect more than 6 lakh villages, enabling it to digitally deliver an array of government-to-citizen services.

The Cabinet, chaired by PM Modi approved a viability gap funding of Rs 19,041 crore for the implementation of BharatNet project through PPP model in July this year.

The telecom department said it will review the status of grant of such approvals regularly with industry bodies such as the Cellular Operators Association of India (COAI), Digital Infrastructure Providers Association (DIPA), and others.

It has appealed to state governments to expedite the RoW application approval process in accordance with the provisions of the Indian Telegraph Right of Way Rules, 2016, according to the press statement.

Welcoming the initiative, T.R.Dua, Director-General of DIPA said, “The adoption of RoW Rules, Nov’2016 and implementation thereof in a consistent manner in all the States, will not only streamline hassle-free Right of Way processes but will also result in effective and faster readiness of the States for contributing towards connected Digital India roadmap, encompassing programs like Smart Cities and Digital Society.”

“We thank and applaud Secretary (Telecom), Shri K Rajaraman for taking this key initiative which will expedite RoW Application Approval Process in accordance with the provisions of the Indian Telegraph Right of Way Rules, 2016,” Dua said.

Telcos Reliance Jio, Bharti Airtel, and Vodafone Idea echoed similar views.

“We appreciate the initiatives of Shri K Rajaraman, Secretary (Telecom) to issue directions to DoT field units to conduct monthly meetings with Service Providers to review the application approval process and pendency,” said S. P. Kochhar, DG of COAI.

“This will be helpful to expedite the RoW permissions to the telecom industry and hence the realization of targets set under the National Broadband Mission. This is a very positive move towards making India digitally more advanced,” Kochhar added.
