""KOLKATA: A fall in interconnect usage charge (IUC) is likely to hit the operating profits of Bharti Airtel and Idea Cellular, but Reliance Jio could benefit from the move and break even faster, according to sector analysts.

IUC is a charge paid by the operator of a network from where a call originates to the telco where it terminates. It is 14 paise a minute at present. The telecom regulator,
Trai, is holding consultations on revising the charge in sync with network technology evolution. The proposals are likely to be finalised by month end.

Bank of America-Merrill Lynch said in a recent note that
Jio will be a major beneficiary of any material cut in IUC, as “its net interconnect payments could come down materially, helping it to achieve EBITDA (earnings before interest, tax, depreciation & amortisation) break-even earlier than expected”.

On the contrary incumbents Bharti
Airtel and Idea would take a 4% and 9% hit on their EBITDA, respectively, if the Telecom Regulatory Authority of India cuts IUC to 5 paise/minute. And if the IUC were scrapped altogether, the negative impact on Bharti and Idea’s EBITDA would be as much as 6% and 15%, respectively, said the note, a copy of which is with ET. A telco’s EBITDA is a key financial indicator of its operating profit, or the money it makes before paying taxes, interest on loans and accounting for depreciation and amortisation.

“Jio’s business model works best in a zero IUC regime as it offers unlimited data and free voice, while its margins are capped when the IUC is above zero,” Rajiv Sharma, HSBC director and telecoms analyst, said in a note.

Brokerage UBS said Jio could get “over .`25-30 savings per customer if IUC rate is cut from 14 paise per minute to 8 paise,” which it “could pass” to customers in the form of lower prices.

Mukesh Ambani-led Jio has been pressing for the 14 paise/minute IUC charge to be dropped, as it pays a sizeable sum as interconnect charges because the bulk of its call traffic terminates in the networks of incumbent telcos. In fact, if IUC is increased, Jio would end up paying more to the top three telcos.

Bharti Airtel,
Vodafone India and Idea Cellular, however, are pushing for an immediate increase in the IUC to 30-35 paise/minute, contending that the current rate is inadequate for covering costs. The stakes are huge for Airtel, Idea and Vodafone India. They stand to lose the most in revenue if IUC is scrapped, as they have the most number of subscribers and garner a major share of the termination charges as most calls end up on their networks.

This assumes more importance at a time when revenue are already under pressure due to the ongoing price war, which has intensified after Jio’s entry last September. The genesis of IUC goes back to January 2003, when the calling party pays (CPP) rule was introduced in India.

IUC is a charge paid by the operator of a network from where a call originates to the telco where it terminates.
