Gupta was speaking at ETTelecom's digital discussion together with
Rajan S Mathews<\/a>, Director General, Cellular Operators Association of India (COAI<\/a>), P. Balaji, Chief Regulatory & Corporate Affairs Officer at Vodafone Idea<\/a> and Purushothaman KG, Partner & Telecom Sector Lead at KPMG.

“We recognise that the fiberisation is an important activity that needs to be undertaken at a much higher priority to provide the uninterrupted bandwidth to the individuals,\" the top official said.

However, Gupta said that fiberisation could not be done alone by telecom service providers, and added that the regulator has recently given recommendations as to how to increase the scope of infrastructure providers and how to attract more people to bring funds in the sector for infrastructure provisioning for telecom services.

The National Digital Communications
Policy<\/a> 2018 had also proposed to set up a National Fibre Authority (NFA) following the need to support the increasing data usage on telecom networks.

“If we ensure that proper telecom facilities are available, demand is going to increase which not only is it used just for communication purposes but it will be the backbone for various different sectors altogether,” he said.

COAI, a Delhi-based telecom group said that from a regulatory standpoint, the compliances were made flexible during the nationwide lockdown amid the Covid-19 pandemic, but added that right-of-way (RoW) continues to be a major bottleneck being faced by the telecom service providers.

“The load factor on the operators from the compliance-end was reduced so that allowed operators to focus on more critical issues such as maintaining optical networks,\" Mathews said.

One of the challenges was putting up cell towers near residential areas, according to COAI which added that the lesser number of mobile towers were fiberised.

India has close to 25% of cell sites fiberised when compared to the US, China, and the EU nations that have more than 80% of their combined towers fiberised on an average.

“Demands on our networks and services are not going to go down. We have to address the problem of financial liquidity of our operators,\" Mathews said.

Currently, India's telecom sector has a cumulative debt of more than Rs 7 lakh crore.

“One of the things that operators are absolutely committed to, is affordability. We have to ensure investments in the telecom sector have to come from the government,” he added.

P. Balaji, Chief Regulatory & Corporate Affairs Officer at Vodafone Idea said that the telco has the largest deployment of massive MIMO technology to exactly address the issue of traffic spurt that is happening.

“Deployment of a huge amount of investment that not just happened on the equipment side by us but also by our tower companies which ensured that the density of towers,\" Balaji added.

In March this year, Vodafone Idea said that the telco was able to manage the huge increase in demand for data during the ongoing lockdown in Delhi with the help of over 2,000 installations of massive-MIMO, which are seeing a 35% surge in the payload.
