<\/span><\/figcaption><\/figure> NEW DELHI: India<\/a>’s telecom<\/a> regulator said that fibre-based wireline connectivity<\/a>, currently near-dismal in the country, would drastically help in improving telecom<\/a> operators’ service quality<\/a>, given the limitations of the wireless medium.

“It is difficult to ensure
service quality<\/a> in wireless medium that has its own limitations related to bandwidth quality and upload and download issues. India<\/a> should come on the fixed-line broadband infrastructure,” RS Sharma<\/a>, chairman, Telecom Regulatory Authority of India<\/a> (Trai), told ETTelecom.

US-based Ookla, a broadband network testing firm, in a recent Speedtest Global Index, ranked India 67th for fixed broadband speed with 20.72
megabit<\/a> per second (mbps), below the average download speed of 42.71 mbps worldwide.

Sharma, though, said Trai has well-designed processes and practices to ensure Quality of Service (QoS) but will refrain from naming and shaming telcos for not meeting benchmarks.

“We ask for explanations, issue show-cause notices and levy financial disincentives — a process which we have already been carrying out,” the top official said.

With increasing instances of call drops and slow internet
connectivity<\/a>, the sector watchdog is pushing for increasing fibre<\/a> connectivity. Industry statistics also reveal that the fixed line subscriber base has declined 0.38% from 22.27 million in July 2018 to 22.19 million in August 2018, with 1.18 billion mobile connections currently transporting 97% of data wirelessly.

Sharma said that an optical-fibre backbone was highly desirable to carry large volume of data. It has earlier suggested the government to make use of cable TV infrastructure in the country that has a distinct advantage of last mile access with a reach of nearly 150 million homes at 1,500 locations.

“Our networks are transporting more data than the US and China put together. We are second-largest in terms of the consumer base and No. 1 in data consumption, yet we are not good in fibre or fixed-line infrastructure,” Sharma said.

Trai, according to him, has been putting greater emphasis on accelerating fiberization in the country, especially in the backdrop of Narendra Modi-led NDA government’s aggressive fifth-generation (5G) technology rollout strategy.

“Fibre is a pre-requisite for 5G technology and is required for connecting the existing telecom towers in the country,” the chief regulator added.

The centre is also working to establish the National Fibre Authority - a dedicated group to hasten fibre deployment in the country - as a part of newly-unveiled
policy<\/a> roadmap.
