<\/span><\/figcaption><\/figure> NEW DELHI: The global mobile supplier association (GSA<\/a>) has reached out to the telecom department to express concerns over India’s telecom standards body’s move to creating local 5G standards, which it said will lead to interoperability issues between devices and networks.

GSA represents telecom gear vendors and chipmakers like
Ericsson<\/a>, Nokia, ZTE<\/a>, Huawei<\/a>, Qualcomm<\/a>, Intel and Viavi among others.

GSA, in its late January 2020 letter to DoT to Secretary Anshu Prakash, said that the deployment of the regional standard deviates from the harmonized Global Core Specification (GCS) deployed within
3GPP<\/a>, thereby will pose several challenges.

GSA has also sought a meeting with Prakash.

“Adoption of regional standards pose serious challenges in the form of the higher cost of devices and services, and fragments the ecosystem, especially in cellular systems. When we factor the delays associated with the redesign and development of equipment, this has the potential to impact the timely rollout of 5G services in India,” GSA said in its letter.

“This also undermines India's push to develop products and services for the global market,” it added.

India’s telecom standards body Telecommunications Standards Development Society, India (
TSDSI<\/a>) had requested 3GPP to reserve some resources (pool of bits) in their specifications so as to enable TSDSI to port India specific features that are developed by them outside 3GPP. But, 3GPP rejected this request, as they will be requiring these resources to incorporate new features into the future releases of 5G.

“This is bad news for TSDSI, as the equipment built using its standards will not interwork in global networks using 3GPP specifications - making India an island,” a person familiar with the matter said. “Unless and until TSDSI incorporates tech in 3GPP, the whole effort won’t work. They must work in 3GPP since it is a global standard.”


The Cellular Operators Association of India (COAI) had previously alleged that the current specification demanded by TSDSI will lead to interoperability challenges such as international roaming, product testing, and economies of scale.

However, 3GPP, based on deliberations amongst its members, said that it is not possible to accommodate the request that conflicts with the evolution of 3GPP specifications. It further added that 3GPP can’t be held responsible for compatibility issues arising from modifications done to 3GPP specifications outside of the 3GPP's standards-making process.

3GPP, however, invited members of TSDSI and Indian companies to work with it and submit their contributions and proposals to 3GPP instead of doing modifications to 3GPP documents in isolation, GSA said in its letter.

“GSA is keen to help India and see in succeed in its vision to increase penetration of connectivity in sparsely populated rural areas using 3GPP's cellular technologies. GSA would like to humbly point out that for India's mission to succeed, it is important that the DoT adopts an inclusive approach to standardization,” the body said in its letter.

GSA added that participation of Indian companies in the development of globally harmonized standards as with 3GPP builds an ecosystem and thereby helps in the easier rollout of 5G in India by avoiding those issues and challenges pointed out in our previous correspondence.

The body, which is a market representation partner to 3GPP, also said that it is fully committed to the continued enhancements to 3GPP specifications in the release 17 that addresses the evolution of the LMLC like rural scenarios.

“GSA welcomes the initiative from India to highlight the need for the 3GPP standards to address coverage improvements in rural areas so that 5G services can be provided in rural, in addition to urban and city areas,”

3GPP, at its RAN#86 meeting in December 2019, approved coverage enhancements for 5G with support of GSA, members from India and operators globally.

“GSA would very much encourage and welcome the participation of TSDSI \/ India in this process while maintaining the integrity of the global 3GPP specification and ecosystem,” the body said.\n\t\n\n\n\n
