KOLKATA: The government is likely to again defer the starting date for local screening of telecom or technology products used in mobile networks as a key nodal agency, Telecom Security Directorate<\/a> (TSD), mooted two years ago has not yet seen the light of day and the testing lab hasn't also been set up.

Department of Telecommunications<\/a> (DoT) in consultation with the home ministry had advocated such a directorate to coordinate all telecom security-related matters and mandated telecom operators to get all imported network elements locally tested from July 1 at an accredited lab before deployment in India.

\n\"At present, the security wing only has two officers and it will be impossible to meet telecom testing and security certification targets without the security directorate or a testing centre at the earliest,\" warns DoT in a note seen by ET.
\n
The note is in response to an internal query from the
National Security Council Secretariat<\/a> (NSCS) seeking \"status of DoT's preparedness\" to locally test network elements.
\n
\nThe NSCS, which is India's apex security agency looking into political, economic, energy and strategic security concerns, is preparing a consolidated blueprint to spruce up cyber security. It is working with DoT, the home ministry and the Prime Minister's Office in this light.
\n
\nThe DoT had originally mandated mobile phone companies to only use network devices \"deemed safe\" by an authorised test lab in India from April 1, 2013, in step with security-related licence amendments issued three years ago. But the exercise has been progressively deferred to July 1 this year as the lab that is to serve as a clearinghouse of such imported gear is not ready.

\nSmall wonder, DoT note adds in \"the absence of a nodal institutional framework like the TSD, it would be unable to commit a definite timeline for meeting cyber security targets, like local gear testing, overseeing network security audits by telecom operators or setting up the telecom testing & security certification centre\".

The cyber security roadmap being put together by NSCS is aligned with the telecom security
policy<\/a> which mandates mobile operators to implement a slew of measures to secure all network devices, local area and enterprise networks and also build safeguards to isolate India's telecom in case of potential cyber attacks.

\nTelecom security issues are now handled in a piecemeal manner by multiple central agencies, cutting across the Ministry of Communications & IT, home affairs and even the PMO. Formation of TSD is expected to consolidate such network security operations.

政府可能再次推迟开始日期为当地筛查电信或移动网络中使用的技术产品。

加尔各答:政府可能再次推迟的起始日期地方电信的筛选或技术产品中使用移动网络关键节点,电信安全理事会(TSD),提出两年前还没有见过天日和测试实验室没有设置。

电信部(点)与内政部磋商倡导这样一个委员会来协调所有电信安全相关事项,要求电信运营商所有进口网络元素在本地测试认证的实验室从7月1日之前在印度部署。

“目前,安全翼只有两个军官和不可能实现电信测试和安全认证目标不安全理事会或测试中心最早,”在一份报告中警告说点等。

注意是在回应一个内部查询的国家安全委员会秘书处(nsc)寻求“状态点的准备”在本地测试网络元素。

nsc,印度的顶点安全局调查政治、经济、能源和战略安全问题,正在准备巩固蓝图来改善网络安全。它正在与点,内政部和总理办公室的光线。
