Some Indian handset makers who had called for a rethink on the targets due to the delay said the task of meeting the targets was challenging, given that they need time to raise capital, order and import machinery and speed up construction.

As per the final letters sent out this week to approved applicants, including two units of Foxconn<\/a>, Wistron, Pegatron, Samsung<\/a>, Lava, Micromax, Karbonn<\/a>, Dixon and Optiemus, the local companies are stipulated to achieve incremental sales of Rs 500 crore between August 2020 and March 2021 over the total production of each company between August 2019 and March 2020, to avail 6% incentive in the first year.

Companies say because of the delay in announcement of reward, the window for achieving the PLI targets is actually January-March because capacity expansion and winning contracts will at least need two-three months, making it a challenge especially for certain domestic players who are starting from a scratch.

“While applying for the scheme, we had formulated a revival plan based on the August timeline… but it was on hold until now because we were unsure of getting the approval,” a senior executive at an Indian mobile manufacturing firm told ET.

“Now, we have two-and-a-half months left to raise capital, order and import machinery, accelerate construction, at a time when the cost of both labour and raw material has skyrocketed due to Covid,” he said. “But we feel targets are still achievable once we are able to start production.”

The scheme was supposed to start from August 1, but final letters to winning applicants have just been received by the companies. The delay had triggered concerns among handset manufacturers, who had told ET that the government should factor in the delay while setting targets for the current year. Industry body
India Cellular and Electronics Association<\/a> (ICEA<\/a>), last month, in virtual meetings had pushed MeitY officials to accelerate the distribution of final letters as the delay had halted further action plan of companies.

As per industry executives, except for Lava and Dixon, the other domestic players had almost halted operations or were producing minimal quantities for years now as Indian brands had been reduced to less than 1% market share due to the onslaught of Chinese rivals. Out of total handset production output in India, Indian players accounted for only 7%, that too majorly from Lava and Dixon.

“The industry is working in close cooperation with MeitY (
ministry of electronics and IT<\/a>). Although the process got a bit delayed, we will try our utmost to make it through even with Covid-related challenges,” said Pankaj Mohindroo, chairman of ICEA<\/a>, which represents all approved companies, except Samsung<\/a>.

He added that except for one global player, all companies will be able to fulfil the targets.

The latest entrant in Indian mobile phone manufacturing, Taiwanese iphone-maker Pegatron, has not even finalised the location for its plant so far. The company thus is allowed time till March 2021 to set up base and start production under the
PLI scheme<\/a>.

PLI scheme<\/a> offers an incentive of 4% to 6% on incremental sales of handsets over base year, which is FY19-20.
