<\/span><\/figcaption><\/figure> NEW DELHI: The Union Cabinet<\/a> Wednesday approved a total investment of Rs 14,025 crore for setting up towers in left wing extremism (LWE) affected states, implementation of comprehensive telecom development plan in Meghalya and an enhanced fund for the telecom development plan for the North East region.

In separate announcements, the Cabinet approved investment of Rs 7,330 crore for setting up of 4,072 towers in 96 districts of 10 states that are areas affected by left wing extremism (LWE).

As per the approval for the second phase, these areas will now be able to get 4G services besides 2G services which were being offered in LWE affected areas in the first phase. The plan will be funded by the Universal Services Obligation Fund (USOF). The USOF levy of 5% forms a part of the 8% of annual revenue that telcos pay as licence fee to the government.

\"This network will be used by security personnel deployed in LWE affected areas. Project will also provide mobile services to help residents in unconnected inhabited villages which will improve economic activities in the region,\" the government said on Wednesday.

“It will give impetus to the e-governance activities in the backward and LWE affected areas with the availability of digital mobile connectivity,” it added. Minister for electronics, IT, law and justice, Ravi Shankar Prasad said that the move to improve connectivity in region will have a social and strategic benefit.

More than 1,000 towers each will be set up in 16 districts of
Chhattisgarh<\/a> and 21 districts of Jharkhand<\/a>. The rest of the states include Andhra Pradesh, Bihar<\/a>, Madhya Pradesh<\/a>, Maharashtra<\/a>, Odisha, Telangana<\/a>, Uttar Pradesh and West Bengal.

Under the first phase, 2335 sites are radiating out of total 2355 sites as of May. The project cost was Rs 4,080.78 crore which covers LWE areas using 2G technology. The second phase however will have 2G and 4G sites that will be deployed in the 10 states.

The Cabinet also approved implementation of a comprehensive telecom development plan (CTDP) for the North East region in Meghalya, with a total project cost of Rs 3,911 crore to be done through USOF. It also approved the enhanced fund for CTDP in the North East region to Rs 8,120 crore, up from Rs 5336.18 crore approved in 2014.

“Strengthening of telecom network will result in an increase the penetration of mobile connectivity in Meghalaya resulting in affordable and equitable access of communication, information and governance to people,” the government said while approving the plan.
