It is expected to form three expert groups to study the matter.

On Wednesday, the government held preliminary talks with stakeholders to explore how such a standard can be achieved across
devices<\/a> including mobile handsets, laptops, tablets, smart speakers, wireless earbuds, and smart watches, among others.

At the meeting between officials of the consumer affairs ministry, electronics manufacturers and industry stakeholders,
IT hardware<\/a> manufacturers such as Dell<\/a> and HP<\/a> opposed the move while smartphone brands said they were already close to having USB-C type charging ports as a common standard, except for feature phones, executives present at the meeting said.

Ministry officials said they would set up three expert groups to understand how the common standard can be achieved.

The expert groups will study three broad segments – laptops and tablets, smartphones and feature phones, and wearables and smartwatches.

Executives of smartphone brands such as Samsung and Apple, hardware makers
HP<\/a>, Dell<\/a> and Lenovo<\/a> and industry organisations like Ficci, CII and ICEA, as well as representatives from IIT-Delhi and IIT-BHU, were present at the meeting.

ET emailed queries to all the companies and industry associations but did not get responses as of press time Wednesday.

IT hardware<\/a> manufacturers pushed back on the government's intent to have a common charging standard<\/a>, saying laptops vary on their power requirements, and are served by multiple charging standards.

While some laptops support USB-C type charging, most budget and high-end laptops rely on proprietary barrel-pin chargers.

The USB-C type is the latest standard, but high-end workstations and gaming laptops require proprietary charging due to high power requirements to run power-hungry CPUs and GPUs.

Smartphone manufacturers, on the other hand, said most
Android smartphones<\/a> were already on USB-C charging, which is the standard mandated by the European Union.

However, feature phones still use micro-USB charging ports, and upgrading it to USB-C will put additional cost pressure on manufacturers, they said.

A common charging port will also impact cable and charger manufacturers.

India is the largest manufacturer of chargers and cables, according to the
India Cellular and Electronics Association<\/a> (ICEA).

A
common charging standard<\/a> will reduce opportunities for innovation and of having a wider product portfolio.

The government is, however, looking to implement the common standard to reduce e-waste and make lives easier for consumers, who currently need to carry multiple chargers for all the devices they own.

“It's a difficult thing to implement since the charging requirements vary from one device to another. Smartphones need anywhere between 15-100W of charging, while laptops run on 60W and even 120W chargers. Having a common standard will defeat the purpose of having multiple charging speeds, especially at a time when smartphones and laptops are moving towards achieving faster charging speeds,” an industry executive present at the meeting said.

The European Union on June 7 agreed to have a common USB-C charging standard across mobile devices, including smartphones, tablets, and cameras in the region, while laptops need to adopt the common charging standard within 40 months of the entry coming into force.

USB-C is a cable standard set by the USB Implementers Forum, a global non-profit organisation created to promote and maintain specifications of the universal serial bus.

The USB-C standard is noted for its symmetrical connector that can be plugged in any direction, unlike the previous micro-USB standard which could only be done in one particular way.

However, even within USB-C, there are multiple fragmentations and standards, even as the shape of the charging pin remains the same.

As a result, even after having a common charging standard, it is not necessary that the same cable will be able to deliver the same charging speed across all mobile devices, the industry executive said.
