With the expiry of additional ad-hoc incentive for January-March period, export benefit to mobile phone makers under the Merchandise Exports Incentives Scheme (MEIS<\/a>) has fallen back to 2% from 4% even as the government extended the scheme till December 31.

\u2018\u2019Partial restoration of MEIS is a step in the right direction,\u201d Pankaj Mohindroo, Chairman, Indian Cellular and Electronics Association (ICEA) told ET. \u201cMEIS should be, to begin with, restored to pre-March 31 levels which was 4% in case of mobile phones.\u201d

<\/div><\/div>ICEA represents handset brands like Apple<\/a>, Xiaomi<\/a>, Oppo, Vivo<\/a>, Lava, and contract manufacturers like Foxconn and Wistron.

\u201cIn this highly distressed world economy we should grab share of whatever exports we can lay our hands on,\u201d Mohindroo added. \u201cChina and Vietnam will unleash their humongous capacities onto the globe and we will be elbowed out even on the tiny export base which we have overall if we don\u2019t act with extreme urgency.\u201d

Mobile handset players allowed to restart production; say unsure about future plans<\/h4><\/a><\/div><\/div>
The Directorate General of Foreign Trade<\/a> had notified on Wednesday that benefits for exporters under MEIS will be available till December 31 and cease whenever new rates under RoDTEP (Remission of Duties and Taxes on Export Products<\/a>) scheme are notified.

Under MEIS, the government provides duty benefits of upto 4% depending on exported product and country. Rewards under the scheme are payable as percentage of realized free-on-board value and, MEIS duty credit scrip can be transferred to the company for working capital needs or used for payment of various duties such as basic customs duty.

<\/div><\/div>A separate production-linked incentive scheme, which will provide a benefit of 4%-6% to manufacturing companies, is also scheduled to go live from August 1.

\u201cWhile a PLI scheme has been approved for MH\u2019s (mobile handsets), it will take time to get operationalized and therefore in the meantime we should restore 4% MEIS and also raise MEIS on sub-assemblies and components to 4% like chargers,\u201d Mohindroo said.
