KOLKATA: Hughes Networks Systems has dialled the Prime Minister’s Office (PMO<\/a>) for speedy clearance of its $500-550 million (about Rs 4,000 crore) foreign direct investment<\/a> (FDI) proposal to establish a satellite communications system<\/a> in India, which if cleared, is likely to sharply reduce satellite bandwidth prices and boost rural broadband penetration.

Hughes, a $1.89 billion US-based satellite communication solutions provider, has approached the PMO since the Department of Space (DoS) has not given necessary approvals to its wholly-owned Indian arm, Jupiter Satellite India Ltd (JSIL), for more than two years. JSIL had put in an application to design and set up a dedicated satellite system, Surya, back in June 2016.

“We’ve recently sought the PMO’s intervention to facilitate early approval to our application to set up a private satellite system in India, which can help address satellite capacity constraints and make satellite bandwidth more affordable in line with the Indian telecom regulator’s goals,” Pranav Roach, president, Hughes Network Systems India, told ET.

Satellite bandwidth prices in India, he said, are at “an astronomical $1,687\/Mbps a month”, which is “over 7 times the present global satellite bandwidth rates that average $250\/Mbps a month”.

Roach said Hughes Network Systems had underlined in its letter to the PMO that Indian satellite bandwidth tariffs are “among the most expensive and uncompetitive in the world” coupled with the fact that Indian broadband satellites are also operating “on older technology” while the rest of the world has progressed to newer, high-throughput bands such as the Ka-band.

The satellite system proposed to be designed by Hughes Networks for the India market will use higher capacity airwaves in the Ka band, typically, in the 28-40 GHz range.

Hughes has also told the PMO that creation of private satellite capacity will augment the BharatNet venture, and help bridge the shortage in broadband capacity.

The Telecom Regulatory Authority of India estimates the projected bandwidth requirement for rural India will be 1600 Gbps by 2022. Sector experts though say rural India is likely to have access to under 10% of this requirement, which is where private satellite capacity creation can make a difference.

Indian broadband satellites offer significantly lower capacity in comparison to global satellite systems as they still run on decades-old technology, in the XC, Ku and C bands, said the CEO of Hughes Network Systems India.
