What is your first reaction to the CBI court judgement?

It really reinforces my faith in the Indian judicial system because the facts of the case were so clear. I stand vindicated. The judiciary has given me an opportunity to vindicate myself.

Do you feel aggrieved by the events that unfolded post-2012?

I retired in 2002. To be pulled out of hibernation was a big shock and surprise. And it did cause a lot of agony. But I knew what I had done was absolutely correct, it was in accordance with the policy framework which was set up by the New Telecom Policy of 1999. In fact, all the components of the policy were mostly implemented when I was telecom secretary from February 2000 to May 2002. The groundwork was done by NTP 1999. I won’t say it was done by me alone, we had an excellent team which went along.

What do you think led to the charges being filed against you?

I have no clue as to why this had to happen to me. I had done to the best of my ability to implement government policy, whichever government is in power.

Do you think that your situation was the result of animosity between the then government and the previous regime?

I wouldn’t venture a conjecture in that regard. So far as I am concerned, I did no wrong and it is a very re-affirmative development for the bureaucracy at large.

Do you think this had an impact on the morale of the bureaucracy at large and set back the sector in some way?

We were used to taking decisions and not procrastinating. In my 37 years of service, I’ve handled a lot of important and challenging tasks, including the
Bhopal Gas Disaster. Nobody could point a finger at me that I have done anything wrong. It was my colleagues that supported me for the last three to four years, which gave me the moral strength and courage to fight this case, to bring out all the facts. It was my colleagues who got me a team of lawyers — I can’t afford high-flying lawyers — these lawyers worked pro bono for me for the last few years, didn’t take a penny. They were also convinced that something wrong had happened (to me). It (the court’s decision) will give reassurance to the officers who are honest, forthright and decisive to take decisions in the right spirit and in the interest of the public, in spite of all the challenges and obstacles.

What have you lost in the last four years?

I felt more for my family. My wife a few years ago had a cerebral hemorrhage and I was more worried about her, that she should not feel the impact of what was happening to me. (On a lighter note) I can tell you what my lawyers one day told me. I am little bit of a fitness freak. I swim an hour every day. So, they said —look at the positive side of this. For the last four years, you didn’t focus on any problem of your health, you were only focused on this case, so you never fell ill.

What do you look forward to from here on?

I didn’t sign off after 2002 and don’t intend to sign off even now. I was on the board of companies and non-government organisations. I was also consulting in management, also withNasscom and I set up the Data Security Council of India.

The government has come out in your support.

I feel very reassured with the faith reposed on me, more so by people like Mr Jaitley, who have seen me work.

Have you received any calls from members of the previous government or from anyone in the Congress party?
