NEW DELHI: Prime Minister Narendra Modi last week sat through a presentation by an IAS officer which said his pet MyGov portal had a poor website rank and far less than expected active users as the users were unsure if the government noticed their efforts.

The presentation was among selected ones shown to the PM and top ministers on October 27 as 170-odd IAS trainee officers finished their special 3-month stint with the central government. Officer Rishav Gupta who was attached with the Ministry of Power<\/a> and studied the MyGov portal said in his presentation that the MyGov had merely 5 lakh app downloads, had a poor website rank and even less active users. MyGov is a unique citizen participation portal launched by Modi in 2014 to get crowd-sourced suggestions on policy<\/a> decisions.

\nAn analysis of 'poor participation' by the officer said users seemed unsure that their efforts will be seen by the government, that they doubted if anyone else was making such efforts and said there was \"no drive\" to participate given there were no instant rewards. The officer suggested a 'Modified MyGov' on the 'gamification' model to increase citizen engagement by saying MyGov participants should form a 'citizen army' and a 'Citizen Army Score and Point System' (CAPS) be devised for various activities on the MyGov portal with a 'Star Rating' be given to participants for high CAPS scores.

\nThis rating should be sharable across social media platforms so that it becomes a matter of prestige, the presentation said. It was pointed out that the user would then try to aim moving up the hierarchy of 'Star Ratings' by participation in governance activities and thereby increase his CAPS score and strive to attain the highest star rating.
