Police found two new SIM cards had been inserted in the phone but they did not work as the handset's IMEI number had been blocked by CEIR.
The 29-year-old victim filed an FIR with Matunga police on April 27 last year. She said she was in the Five Gardens area when two bike-borne men snatched her mobile and headphones and sped away.
\"We got CCTV camera footage of the area but it was not clear. We checked all the possibilities,\" detection officer Prashant Kamble said, adding, \"We posted the complainant's mobile details on the CEIR and got an alert that two new SIM cards had been inserted in the phone. This led us to the accused.\" Police recovered the mobile and the headphones and arrested Ashish Kamble and Sumit Jadhav.

Using the Central Equipment Identity Register (CEIR), Mumbai police<\/a> cracked a mobile and headphones theft case and nabbed two men, one of whom had given the phone to a relative for use.
The theft took place in April last year and the information on the phone was posted on the CEIR this January. Initially, the probe hit a block and police filed an A summary report (case not detected) in court. Now, they have informed the court that they have reopened the case.
Senior police officials have instructed every city police station to upload information about stolen or missing phones on the CEIR portal. They said with CEIR, tracking a stolen or missing phone has become easy. Once the IMEI number is reported to CEIR, it's blocked. So, when another SIM is inserted in such a phone (registered on CEIR), police will get an alert.
Satya Narayan Chaudhary, joint commissioner of police, law and order, said, \"All police stations have their own login and password. We will soon be returning the mobile phones and other items found\/recovered during our investigation.\"
He said people who have lost their mobile phones must lodge police complaints.
Earlier, to track a stolen or lost mobile phone, the detection officer would write to the senior inspector of the concerned police station. The letter would then go to the zonal DCP before it would be sent to all mobile operators for information about the new SIM in such a device.
With the use of CEIR, police don't have to write to different mobile companies separately, they now post information on missing or stolen phones on the portal.
Vinay Jambhali, director at DoT and nodal officer for the CEIR project in the state, said they were training police personnel through webinars. \"Since the last couple of months, the project has been on in full swing in Maharashtra<\/a> and Goa. Earlier, each district police had a single login and password. Now, in Mumbai, all police stations have been given individual login and passwords and that's yielding good results.\"
After a phone's IMEI information is fed on the CEIR, the blacklist (BL) access log is tracked to generate a traceability report for police stations. The blacklist and greylist are shared daily with mobile operators. Once a new SIM is inserted in the lost or stolen phone, the mobile operator's BL access log is triggered and the traceability report is shared by the CEIR. When an IMEI number is blocked, the phone will not work but will send a message to the mobile operator about the new SIM as part of the BL access log.
\"The system is picking up pace in Mumbai and Goa, and it will hopefully happen with police in other districts. The public is requested to utilise KYM (know your mobile) mobile app of CDOT through the Play Store to confirm that the handset being purchased is both genuine and to verify the model's IMEI is not blacklisted on the Indian mobile network.
