\nSuch a body would give India direct stake in influencing the framing of Internet-related policies and help allay concerns in the government that the Internet is largely in the grip of Western powers, especially the US.

\nAlthough the Internet is largely unregulated, US-based Internet Corporation for Assigned Names and Numbers (ICANN) is currently entrusted with ensuring operational robustness of the naming system for websites on the Internet.

In a recent internal note, the
National Security Council Secretariat<\/a> (NSCS) warned that the key function of managing the domain name system (DNS) is in the hands of the National Telecom & Information Administration, an arm of the US Department of Commerce that advises the Obama administration on telecom and information policy<\/a> matters.
\n
\nET has seen a copy of the note. The NSCS is India’s apex agency looking into political, economic, energy and strategic security matters. Its warning follows reports of United States intelligence agencies snooping on emails and online chats of people around the world.

Senior officials in the foreign ministry and
Department of Electronics<\/a> & IT (DeiTY) communicated India’s stand on the issue at a recent UN meeting in Geneva on ways to redraw the international map of Internet governance. “India’s position is aligned with Russia, Saudi Arabia and Iran who also want governments to collectively drive Internet management worldwide,” said a top official who was present at last week’s Geneva round.

\n“Trust in the Internet has declined and India’s objective in the Geneva session was to ensure its concerns are accommodated in whatever international regime of Internet governance finally emerges.”
\n
\nDiscussions on the issue will continue in the next round of meetings in Brazil next month, the official added. India’s stand, however, was “at odds with the US, the European Union, Sweden, UK and Japan”, which believe “top-down approaches purely involving governments is not the way to globally manage the Internet”, the same official said.

\nFor instance, Europe has called for reinforcing the global Internet Governance Forum (IGF), a multi-stakeholder forum mandated eight years ago by the UN to prepare a roadmap for global management of the Internet based on consultations, involving representatives of civil society, private sector and academics.
