<\/div><\/div>India's fibre optic footprint is trailing behind developing countries such as Malaysia and Thailand, and has achieved less than a half-way mark as against a government target of 5.5 million kilometres by 2024.
India's per capita fibre coverage is only 0.09 kilometre when compared with China (0.87) and the US and Japan (1.3), according to a recent finding.
The local industry, however argues that during the year, price of raw fiber from domestic manufactures has increased from Rs 250 per kilometre to upto Rs 600 per kilometre while the cost remained unchanged worldwide that has kept the domestic prices in check.
Pune-based Sterlite Technologies (STL), however, defended the levy on fibre imports.
\"We believe this is a move in the right direction. As one of the leading domestic optical players, STL has been engaging with the relevant authorities to create a level playing field for domestic players and has been an active voice in conversations around Anti-Dumping and Safeguard duties on optical fibre, in the interest of Make-In-India initiatives,\" Ankit Agarwal, Managing Director - STL said.
Agarwal said that STL fully supports the petition filed by Birla Furukawa and has formally filed a letter of support with the Directorate General of Trade Remedies (DGTR).
Nagpal counterting Agarwal's view, however, said that since the domestic requirement of fiber is not met by a couple of producers in-house, there is no question of injury being claimed to make it a case for an anti-dumping duty.
The firms say that there is already a high 15% basic import duty in addition to increased air freight costs, and any such move would drive cable manufacturers out of business who do not manufacture their own fiber.
If the anti-dumping duty is approved, it will be a step in the right direction to support Make in India and would stand to benefit domestic players like STL, who are developing high-quality optical products suited to the needs of the market, according to Agarwal.
One of the executives, however, said that a couple of fibre manufacturers have been exporting in big volumes to meet their global commitments, rather than fully supporting India's ambitious roadmap, and in such a scenario, putting anti-dumping duty on imported fibre would further worsen the fibre supply-chain in the country.
Following a petition by Goa-based Birla Furukawa Fibre Optics, alleging \"material injury,\" the Ministry of Commerce's investigation arm has initiated a probe on importing single-mode optical fibre used high data access network transportation from countries China, Korea and Indonesia.
The anti-dumping action is an effective step to make imported products' price equivalent to its value in the domestic market, but according to local players, such is not palpable in the case of imports of optical fibres.
Countries use this measure to protect domestic industries interests, and discourage any injury caused due to a surge in imports of affordable alternatives.
