(file photo)<\/span><\/figcaption><\/figure>NEW DELHI: The research and development (R&D) spend in the telecom sector in India is insignificant when compared to countries such as Japan and Korea that invest a significant chunk of their gross domestic product (GDP) into telecom R&D<\/a>, said a top executive of Silicon Valley-based Aeris Communications<\/a>.

“The overall spend of R&D in India is extremely low, 0.5% or so [of GDP], whereas countries like Korea and Japan spend 3.5%-5% [of GDP] which is a huge kind of R&D investment. That means we are spending a very little amount., and from that, an even lesser amount comes from the government,” Rishi Bhatnagar, President, Aeris Communications, and Chairman, Institution of Engineering and Technology (IET) Future Tech Panel, told ETTelecom.

Bhatnagar said that commercial products coming out from state-funded academia research remain negligible in the country.

Industry-academia collaboration is required at an institutional level, where each industry should align with academia and set up R&D centers internally, Bhatnagar said.

“The government can give some level of benefits and some advantage to any industry working closely with the academia on getting research done and implementing it into business. And any kind of tax benefits or funding will help,” the executive added.

Finance minister Nirmala Sitharaman, as part of her Union Budget 2022-23 speech, has proposed to allocate 5% of the Universal Service Obligation Fund (USOF) towards the R&D and commercialization of technology and solutions to enable affordable broadband connectivity in rural areas.

The allocation will further boost IPR creation locally, and lead to design-led manufacturing in the fifth generation (5G), 5G Advanced, and 6G technologies, K. Rajaraman, Secretary, Department of Telecommunications (DoT) told ET recently.

USOF is a Rs 55,000-crore cash reserve meant to boost digital connectivity in difficult to reach rural areas. Telcos contribute 5% of their adjusted gross revenue (AGR) annually towards USOF.

The telecom department has constituted a committee to oversee R&D fund of upto Rs 500 crore from the annual collection of USOF (about Rs 9,000 crore).

R&D in India has been a laggard with no Indian company appearing in the
World Intellectual Property Organization<\/a> (WIPO)’s latest Patent Cooperation Treaty (PCT) data. The list is dominated by China’s Huawei Technologies in the first position with 6,952 patents filed in 2021, followed by US-based Qualcomm Inc (3,931), South Korea’s Samsung Electronics<\/a> (3,041) and LG Electronics (2,885), and Japan’s Mitsubishi Electric Corp. (2,673).

By country, India ranks at the seventh position globally with a total of 56,771 patents filed in 2020, growing 5.9% year-on-year from 53,627 patents in 2019.

Bhatnagar suggested that some portion of incentives under the PLI scheme for telecom equipment manufacturing should be given for R&D spending. “I had a few discussions on this with the DoT and commerce ministry. It was very positively taken by the government and I’m expecting some results on it also.”

The PLI scheme for telecom, though, considers only 15% of the expenditure on R&D and 5% of that incurred in transferring technology for determining eligibility under the scheme.

The Aeris Communications’ President said the company may re-enter the India market as a connectivity service provider (CSP) for machines with an initial focus on agriculture-sector use cases. Aeris also operates in the automotive sector, and has a joint venture with
Volkswagen<\/a> in the United States, and SoftBank<\/a> in Japan.

Aeris, a Mobile Virtual Network Operator (MVNO), has earlier jointly worked with telecom PSU
Bharat Sanchar Nigam Limited<\/a> (BSNL) and Bharti Airtel<\/a> in India.
