NEW DELHI: The inadequate availability of fifth-generation spectrum for Indian telecom operators is likely to become a major hurdle in rolling out 'reasonable' fifth generation technology as well as Wi-Fi services with the emergence of 5G use cases in the near future, according to a senior official of the Cellular Operators Association of India (COAI).

“Once these applications come, then this spectrum will woefully fall short. We have less than 40% of what we require. We have to forecast our requirements and then we have to begin investing,”
SP Kochhar, Director-General, COAI, told ETTelecom, as he reiterated the lobby body’s demand for the 6GHz band.

COAI represents
Reliance Jio, Bharti Airtel and Vodafone Idea.

Kochhar said that for a reasonable
5G roll out, telecom operators need 1200 megabits of spectrum in the 6GHz band. The mid-band waves, ranging from 5925MHz-7125MHz, are considered suitable for both fifth-generation network services and for providing Wi-Fi.

Most WiFi routers currently use the 2.4GHz and the 5GHz band. However, original equipment manufacturers (OEMs) have also begun launching WiFi access points (APs) that can support Wi-Fi 6 and Wi-Fi 6E, while Wi-Fi 7 will make its way to the market gradually.

“Nobody has been able to say to justify why they need the 6 gigahertz band. Then there are immense implications for regulation and security. We will also need to densify the networks which costs and then subscribers will have to pay for it,” said Kochhar.

The demand for the 6GHz band has pitched the telecom industry against broadband service providers who have also staked their claim to the 6GHz band.

Earlier this year, the Delhi-based industry association also made its submissions to the Department of Telecommunications (DoT) regarding the matter.

In February, the
GSM Association (GSMA) wrote to union minister of communications, Ashwini Vaishnaw, saying that the 6GHz is the primary mid-band spectrum to address the needs for 5G expansion and its timely availability "will drive cost-efficient network deployment, help lower the broadband usage gap and support digital inclusion".

Currently, the radiowaves in the 6 GHz band are partly used for satellite operations by the Indian Space Research Organisation (Isro) in the country.

Last year, India's wireless planning and coordination (WPC) wing formed a committee with a representation from the industry, to chalk out a strategy for identifying the 6 GHz band for mobile services.

Even as 5G use cases have yet to start emerging, the Centre has released India’s vision document on the 6G technology. The senior official said this will eventually lead to the country participating with standards-making bodies like the GSM Association (GSMA), the Institute of Electrical and Electronics Engineers (IEEE), and the International Telecommunication Union (ITU) for the development of 6G standards.

“The government is encouraging participation. They are themselves participating. Our voice is being heard increasingly…6G R&D in all areas is essential, but a 6G testbed is premature because while 5G is being rolled out, the industry is yet to start formulating 6G,” he said.

Kochhar said homegrown startups and academia are willing to do research and development into 5G, including the 6G technology but given their current condition from a financing perspective, they find it difficult to do quality R&D. “Funding will always be a catch-22 situation. Eventually, you will have to increase the funding. But for the time being, what the government has deployed is adequate.”
