The need of the hour is to fortify cybersecurity postures and collaborate closely with industry experts to raise awareness and educate people on best practices to secure the digital ecosystem and enable cyber resilience, said senior government officials and a cyber law expert.

While speaking recently at the
SecuFest conference in Kochi, Saurabh Gupta, Joint Secretary, National Intelligence Grid, Union Ministry of Home Affairs said that there is growing need for a strong public-private partnership to secure the digital ecosystem effectively and enable cyber resilience.

Collaboration and timely intelligence

"The collaboration between the government and industry experts is crucial in safeguarding India's digital infrastructure effectively. Similar to physical infrastructure security challenges, digital infrastructure is also vulnerable to cyber threats. The key is to obtain timely intelligence and to mitigate threats quickly."

Concurring with Gupta, Kerala Police' IG Intelligence and nodal officer for
Cyberdome and CCTNS project P Prakash said there is a significant opportunity to increase capacity and coordination among agencies, improve laws, address policy gaps, and enhance cyber forensic capabilities to effectively combat cybercrime. "We need to consistently increase awareness at various levels and develop offensive strategies to tackle cyber threats," he added.

Over the past year, there has been a significant increase in ransomware attacks on various entities including government departments, public sector undertakings (PSUs) and large corporations. These attacks have caused significant disruptions to operations and services. For instance, in April 2022, PSU major Oil India experienced a cyberattack that led to disruptions in its operations in Assam. Similarly,
Tata Power Company admitted that some of its IT systems were impacted by a cyber attack in October last year. Furthermore, on December 16, 2022, the Union government informed the Rajya Sabha that five servers of the All India Institute of Medical Sciences (AIIMS) were affected by a cyberattack and an estimated 1.3 terabytes of data was encrypted.

No silver bullet, strict measures needed

According to Loknath Behera, former DGP of Kerala who is currently heading Kochi Metro Rail as managing director, there is no 'silver bullet' for cybersecurity but growing attack on critical infrastructure calls for 'strict measures' and expert lead approach to critical infra security. "Strict measures are necessary to safeguard our critical infrastructure," said Behera, adding that the high costs of implementing security measures to the "fullest extent" may have prevented many of us from doing so, but that is no longer a justifiable reason for CISOs to shirk their responsibilities.

Experts also emphasised that beyond technology aspects, cyber security leaders should also have a good understanding of the legal implications of cybersecurity. This will not only strengthen their ability to safeguard their organisation, but also empower them to take the lead in negotiating with the CEO, CFO, and board to implement their vision for enterprise-grade security that ensures resilience, agility, and ease of access.

A good fire suit must before jumping into the fire

"Security leaders need to have a proper understanding of the legal ramifications of a cyber-breach to protect their organisations," said Pavan Duggal, Advocate, Supreme Court of India, who specialises in cybersecurity and law. "You need a good fire suit before you jump into the fire. Don't rely on luck. Protect yourself and your organisation," he added.
