The probe agency strongly suspects a nexus between the telecom service providers and criminals behind the issuance of the illegal undocumented SIMs.
“Since the SIMs were of BSNL, Jio and Vodafone, we have sent notices to their representatives in Bhubaneswar and Dhenkanal to depose for interrogation. We want to know as to how the three persons managed to procure huge numbers of pre-activated SIMs. Forged documents were used to procure the SIMs,” additional director general of police (Crime Branch) Sanjeeb Panda said.
To unravel the suspected nexus, the Crime Branch on Wednesday took the three accused — Sai Prakash Das (38), Abhinas Nayak (32) and Dusmant Sahoo (23) — on a five-day remand for interrogation. “We have also directed SPs in districts to conduct raids on stores that illegally sell pre-activated SIMs. We also urge telecom operators to further strengthen their subscriber verification systems,” Panda said.
In June last year, Saheed Nagar police arrested seven persons, including two employees of a private telecom company, for allegedly selling pre-activated SIM<\/a> cards to cyber criminals in other states.
According to an order issued by the department of telecommunications (DoT) on August 9, 2012, sale of pre-activated SIM cards is illegal and anyone promoting such unscrupulous practice should be penalized Rs 50,000. However, police are on their toes as the illegal sale and purchase of pre-activated SIM cards continues unabated in Odisha despite periodic crackdowns.
The telecom service providers should stop perfunctory verification of subscribers. “Since the final activation is done at the telecom operators end, the onus lies on them. It is not possible to issue pre-activated SIM cards if telecom operators do a proper verification,” said P K Mohanty, a retired telecom official. Police said the SIM cards cannot be activated till details of customers are available in the central database of the concerned service providers.
As per the existing DoT norms, the person at the point of sale (PoS) shall get the customer acquisition form (CAF<\/a>) duly filled and signed by the subscribers. The authorized person at the PoS shall record in the CAF that he or she has seen the subscriber and has matched the photograph attached on the CAF. The mobile connection will be activated only after all requirements have been fulfilled by the customer and details have been updated in the subscriber database of the licensee.
