“We are asking the government to implement the preferential rules in the USOF-driven BharatNet-II program being undertaken by states and Smart City projects where states have formed Special Purpose Vehicles (SPV) under the General Financial Rules (GFR),” former telecom secretary and
Tepc<\/a> chairman Shyamal Ghosh<\/a> told ETT.

Many states are in the process to deploy BharatNet-II that aims to provide optic-fibre based network to gram panchayats or village blocks for providing high-speed Internet services for the delivery of citizen-centric services.

The initiative is 100% government-funded led by USOF, a Rs 50,000 crore strong reserve meant for providing telecom connectivity in India’s rural and remote regions.

Delhi-based Tepc or the Telecom Exports Promotion Council represents domestic players such as Tejas Networks,
Sterlite<\/a> Technologies, Vihaan Networks Limited (VNL<\/a>) and Himachal Futuristic Communications Limited (HFCL).

In June 2017, the Department of Industrial
Policy<\/a> and Promotion (DIPP) had notified the Public Procurement Order that provides access and preference to local firms which have done value addition to a certain level.

The norms mandate 20% price preference to domestic companies over multinationals bidding for government-funded initiatives, and that requires a selected firm to match the price of the lowest bidder in case of a foreign player.

Tepc added that the local companies were not signatories to the procurement agreement of the World Trade Organisation (WTO), and have asked the government to give preference to local manufacturers in every state-funded project.

The Centre’s preferential guideline, according to the group, has changed the narrative and domestic players would start deriving benefit out of it.

The government, according to Ghosh, has though formed sectoral committees for complaints redressal on preferential procurement by various government departments and agencies and the council has recently taken up issues with DIPP on violations.

The current export and import ratio is 10:90, with homegrown companies undertaking Rs 25,000 crore worth of annual business from overseas, which is growing incrementally, but not in a manner that it should have attained despite Centre’s progressive policies.

“The telecom policies – beginning from 1994 to this day with the recent National Digital Communications Policy— 2018 have had certain provisions for domestic manufacturing by encouraging Research & Development (R&D) and setting up of funds, but somehow, it is not taking place,” he said.

However,
Ravi Shankar Prasad<\/a>, soon after taking charge as the new telecom minister said that he would imbibe the success of mobiles and electronics manufacturing under the Make in India program, and the department under his second term would stand committed to promoting local equipment manufacturing.

In August 2018, Ram Sewak Sharma-headed Telecom Regulatory Authority of India (Trai) has put forth its views on promoting local telecom equipment manufacturing which it felt was of economic as well as strategic significance, but it is yet to be accepted by the department.

In terms of value and volume, the domestic players have a minuscule pie for equipment being deployed which is near 5% in India. In contrast, according to Tepc, multinational vendors have an advantage as they get long-term financing and turn capital expenditure (capex) into operating expense (opex).

Due to the non-tariff barrier in China, India’s domestic firms could not supply products in the largest market, while the exports group, according to Ghosh, has taken up this issue with the Ministry of Commerce, to use the diplomatic channel to address the existing bottleneck.

The products were notified way back under the Information Technology Agreement or ITA- 1996, but multinationals, according to Tepc, continue to expand their products inventory for import, taking the liberty of the ‘others’ category which was nothing but manipulation.

“We have taken up this to the notice of authorities and they are now responding positively,” Ghosh added.

Tepc has also taken up the issue of state-controlled Bharat Sanchar Nigam Limited (
BSNL<\/a>)-led ambitious connectivity program in uncovered villages of Northeast— particularly Arunachal Pradesh and Assam, which has been a nonstarter so far.

“We have taken up the issue (Northeast connectivity) with the
DoT<\/a>. We have been saying that for 4G, there must be 2G. Indian satellites have not many transponders, and taking bandwidth from international satellites or gear from multinationals would have a serious security implication in border areas,” he said.

In some regions of China-bordering Arunachal Pradesh and Assam, people have been so far deprived of mobile telephony services.

“We are reinstating that in the absence of backhaul in many areas, particularly in difficult terrain, 4G would not be possible,” Ghosh said, adding that the matter is under consideration with the department, and the group was expecting a positive response from the government soon.

Meanwhile, BSNL, in a letter last month said that it could deploy 4G-ready infrastructure in the Northeast that could further facilitate next-generation of telephony services once much-needed mobile backhaul is provided.

Ghosh also feels that the fifth-generation or 5G technology development would be challenging for the country as only the US and China have leapfrogged, with security being a larger issue.

China’s 5G, he said, has an advantage over other nations since it offers end-to-end solutions, but added that local companies have also a potential to participate in field trials in a limited manner.

The Narendra Modi-led government aims to commercially deploy 5G services in India by 2020 with pilot launches starting within the next three months.
