“Given the high reserve prices, acute balance sheet stress of older carriers and absence of an immediate 5G business case, the government is unlikely to see any meaningful take up of pure 5G and 700 MHz airwaves,” Rajiv Sharma, research head at SBICap Securities, told ET. “So, it won’t raise even 10% of the targeted sales proceeds in the upcoming auction.”

Digital Communications Commission<\/a> (DCC), the highest decision-making body in the telecom department, cleared the country’s largest-ever spectrum auction likely around March-April 2020. The auction can fetch the government at least Rs 5.22 lakh crore if telcos bid for all the 8,300 units of 4G and 5G airwaves on offer.

Insufficient 5G spectrum and unavailability of newer, more efficient 5G bands such as 26 GHz will also dampen appetite for the next gen airwaves, analysts said.

Vodafone<\/a> Idea, whose very survival is at stake, to be “extremely selective and almost give the auction a miss at current reserve prices”, since the telco has adequate spectrum holdings and its airwaves integration process too is still in progress. “While permits of Vodafone Idea in eight circles will expire in 2021, it may be very selective, given its adequate back-up airwaves to keep its business running, especially after its ongoing spectrum integration gets concluded, and also the refarming of its 2G\/3G airwaves for 4G services,” he said.

Sharma, though, expects Airtel to bid for some 1800 MHz spectrum that it would lose rights over in some markets by 2021, and also selectively load up on some 4G airwaves in the 2,300 MHz band in urban circles, restricting its “total spends to a maximum Rs 10,000 crore ($1.4 billion approx)”.

He expects Jio and the older carriers to bid for 4G spectrum assets expiring in 2021 in the 800 MHz and 1800 MHz bands, respectively.\n\n
