CMRL began operation of the section between Nehru Park and Thirumangalam in May 2017 and at present, operates around 15km underground section between Central Metro and Thirumangalam and from AG-DMS to Saidapet. Except for Jio users, who get reception between Nehru Park and Thirumangalam, commuters in the underground section go without signals.

CMRL sources said service providers like BSNL are not willing to sign a contract and pay for linking their network to a booster installed at underground stations to provide signals to cellphones.

The sources said service providers like BSNL already have outsourced maintenance of their cellphone towers to a private company. On the other hand, CMRL has signed a contract with another company for installation, commissioning and maintenance of signal boosters that are installed at all metro stations.

“The problem now is that providers like BSNL do not want to sign another contract with our contractor and pay for linking their network to our boosters. Other network service providers are too unwilling,” a source said.

Explaining the issue, a BSNL official said CMRL was charging an exorbitant fee to link the network from cellphone towers to their instrument at underground stations and use them. “We have a good connectivity and the efficiency to lay fibre till the entrance of metro station. We can also efficiently put all other technical aspects required to provide service at underground stations. But CMRL has appointed a contractor and wants an exorbitant amount from us to use our service,” the official said. “If they want to provide cellphone network to commuters, it has to be a service. They shouldn’t plan it as a revenue model,” he said.

At present, Jio users get connectivity between Thirumangalam and Nehru Park. However, there are still some disruptions and the issues is being fixed. A CMRL official said they are still in talks with service providers to give connectivity at underground stations and tunnels. “If providers like BSNL have an issue with the fee, they can approach us directly,” the official said.

While no cellphone signal is available in the nearly 15km underground section that is already operational, CMRL is all set to open the remaining stretch of Phase 1 between Washermenpet and AG-DMS via Central by end of 2018.
