The Telecom Regulatory Authority of India had made its suggestions on this, dated November 19, 2014 and February 2, 2021. The regulatory framework will be based on these recommendations.
The public notice mentions that any stakeholder who is interested in sending their views, comments or suggestions on the framework, must do so via email, by May 23, 2022.
In the notice, the ministry has clarified that these views, comments or suggestions are only with respect to ‘Platform Services’ offered by MSOs.
‘Platform Services’ are programming services obtained from a distribution platform operator (DPO) rather than a satellite based broadcaster. An MSO is a designation often used for cable companies that offer services beyond television broadcast.
TRAI had made recommendations earlier that programmes transmitted by the direct-to-home (DTH) operators or multiple system operators (MSOs) or Internet Protocol Television (IPTV) operators as a platform service shall be exclusive and the same shall not be permitted to be shared directly or indirectly with any other DPO.
"Further, the authority recommends that any person/entity desirous of providing local news and current affairs as platform service, or is already providing such services, must be incorporated as a company under the Indian Companies Act, 2013," TRAI said.
TRAI had also recommended a simple online registration system for platform services.
