“We are waiting for an advice from the telecom department in this matter. We’ll immediately rollout mobile connectivity services as soon as we hear from the government,” Bharat Sanchar Nigam Limited (BSNL) chairman Anupam Shrivastava said.
The official added that the Centre recognises the need in the region and is committed to providing mobile connectivity across the Northeast.
In January 2018, a Memorandum of Understanding (MoU) was signed between the government and the state-run BSNL to provide mobile phone services in the state of Arunachal Pradesh and Assam’s two districts— Karbi Anglong and Dima Hasao.
Homegrown Vihaan Networks Limited (VNL) and Himachal Futuristic Communications Limited (HFCL) were selected being lowest bidders while few others were backed out during the process owing to difficult terrain in the region.
“We have Indian partners with Made in India technology which is in line with government policy, and for such areas, indigenous technology is most suitable,” Shrivastava said, adding that a decision has to be taken in a high spirit and one should not wait eternally.
Following a dismissal from the Delhi high court, a fresh Public Interest Litigation (PIL) was filed in the Supreme Court in October 2018, challenging the strategic initiative to connect the unconnected in China-bordering state of Arunachal and two uncovered areas in Assam.
Both BSNL and DoT have responded to the Supreme Court positively and in their replies added that mobile connectivity should be provided as soon as possible. However, the apex court has not put brakes on the ambitious initiative to provide telecom connectivity in 4,119 uncovered villages with 2,817 mobile towers.
