NEW DELHI: Handset makers like Xiaomi urged the Indian government to not implement the Goods and Services Tax (GST) Council's Saturday recommendation to increase GST rate on mobile phones and specified parts to 18% from 12% previously.

They said that the move will seriously harm the industry, which is already suffering due to supply chain issues arising from Coronavirus situation and rupee depreciation. They added that that the industry will not achieve the domestic consumption target of $80 billion or Rs 6 lakh crores by 2025 due to the rate hike.

Manu Kumar Jain, Global Vice President and Managing Director of Xiaomi India, in a statement to ET, said that the rate hike will seriously harm the entire industry. "As a result of the GST rate increase, all
smartphone makers will be forced to increase prices, which can weaken the demand and mobile industry's Make in India program."

"This could also have long lasting impact on internet penetration and digital India program as majority of Indians access internet on smartphones. India's smartphone industry is already struggling with profitability due to depreciating rupee, and the Indian smartphone industry is facing supply chain disruption due to the current COVID-19 situation," Jain added.

"We are still evaluating the impact of the new tax structure and will be taking a decision in the next few weeks," said Nipun Marya, Director, Brand Strategy, vivo India.

Jain urged the government to bring back the rate to 12% for smartphones under Rs 15,000, similar to differential GST structure for TVs smaller than 32 inch. "We once again request the government to reconsider this to avoid crumbling of the industry."

“This was time for statesmanship especially when the country is going through a crisis and as a nation, we have fallen short ,”
ICEA said in a statement.

ICEA added that the increase of GST by 6% will be extremely detrimental to the vision of
Digital India and the consumption will be stymied and our domestic consumption target of $80 billion (Rs 6 lakh crores) by 2025 will not be achieved. “We will fall short by atleast 2 lakh crores,” ICEA said.

The decision was taken in the 39th GST Council meeting chaired by finance minister
Nirmala Sitharaman. The move was made to correct the inverted duty structure.

"Mobile phones and specified parts to attract 18% versus 12%. All other items, if there's a need to calibrate the rates, to remove the inversion, we can take them up at future, examination of that can happen at a later time," Sitharaman said on Saturday.

In its March 12 letter to Sitharaman, ICEA had said the hike GST on mobile phones is not in the interest of the consumers, trade, industry or the nation. It added that 31-32 crore Indians who buy phones in the country will be impacted by the move.

"The Hon'ble Prime Minister has envisioned India to become the world's no.1 manufacturing destination for the mobile phones. And it may be difficult to achieve this vision unless the GST rate on handsets is retained at the current level of 12 per cent," ICEA Chairman Pankaj Mohindroo said in the letter.

All other industry associations like CAIT, AIMRA, FICCI, Assocham, and ICEA will now join forces to raise the issue with the Finance Minister, people familiar with the matter said.

"We will try to reach out to the Finance Minister. We had approached them and GST council previously. The industry is going through a very tough time and 20,000-30,000 stores have already been shut. The industry is already suffering and this GST hike will further add to the stress," Arvinder Khurana, national president of the All India Mobile Retailers Association (AIMRA), told ET.

Confederation of All India Traders strongly also rejected the hike in tax rate of mobiles and said that decision was highly unwarranted, deplorable and will destabilise mobile trade, which is already facing survival battle from online platforms.

"Instead of providing relief, the mobile sector is levied with unnecessary hike. CAIT demand Finance Minister to roll back the decision and immediately keep the notification in abeyance," CAIT Secretary General Praveen Khandelwal
said.

Various states including West Bengal had cautioned against increasing the tax rate citing the weak economic situation of the country and the impact of the Coronavirus outbreak. Sources said that the Uttar Pradesh's support resulted in the GST rate hike.

Players like Oppo, Vivo and Lava have manufacturing facilities in Uttar Pradesh.

Analysts, on the other hand, said that the latest move will stunt any hope of growth in the near term. The industry is already staring at challenging times due to the ongoing Coronovuirus situation and its impact on supply chains.

Faisal Kawoosa, founder and analyst at TechArc said that the latest move could encourage hoarding in channels as well as black marketing, where some rogue elements will sell at a premium.

He added that for smartphones, the GST rate will fetch government a tax of around Rs 777 , which will send up the Average Selling Price or ASP to Rs 15,277. "This means government getting over Rs 12,000 crore from the rate hike assuming we sell 16 crore smartphones in a year. This is from smartphones only. So while announcing Rs 36,000 crore package on one side, it will take around Rs 12,000 crore from the industry itself,"Kawoosa added.

“This is counterintuitive and very detrimental to the vision of Digital India. This is a textbook case of missing woods for the trees. This will stunt any hope of growth in the near term, which anyway looks challenging now due to coronavirus situation at both supply and demand ends,” Navkendar Singh, research director, IDC India.

“At a juncture when the government should have been easing the markets, increasing GST makes no good… Also, this time when lakhs of employees are going for work from home, smartphones become one essential medium for them to remain productive and deliver their professional duties,” Kawoosa added.
