JAIPUR: The urban development and housing department (UDH<\/a>) has removed the clause of seeking public objections and suggestions for installing mobile towers<\/a> and other equipment on private buildings.

In recent draft
policy<\/a> guidelines for right of way (RoW<\/a>) for establishment of telecommunications infrastructure, the department has mentioned that mobile operators will only inform the concerned authority by paying a fee of Rs 10,000 per tower.

The draft reads, “The applicant shall not require any permission from the authority for establishing telecommunications infrastructure over any private property falling under the jurisdiction of the authority. However, in case of establishment of a mobile tower on a private building or structure, the applicant shall be required to submit an intimation online on the RoW portal to the authority prior to commencement of such establishment.”

The move is expected to benefit the mobile operators, while establishing 5G infrastructure across the state. An application shall be deemed to have been approved if the same has been approved or rejected, with a reason to be recorded and communicated to the applicant in writing, within a period of not exceeding 60 days from the date of application. Such deemed approvals would be given from the Central RoW Portal.

The urban development department has constituted a committee to finalize the draft. As per the draft, the committee will comprise of a senior joint legal advisor (UDH), deputy town planner (UDH), DOG, License Service Area, DOT, Rajasthan, representative of
Reliance Jio<\/a>, representative of Indus Tower Ltd , representative of Vodafone Idea ltd<\/a>, and representative of DIPA.

Sources said, in the new draft, the charges for laying mobile towers (GBMs), optical fibre cables on the roadside are being reduced by 5 times. For mobile towers, only Rs 500 to 2000 per tower will be charged annually. Earlier this fee was Rs 10,000 per tower. If the operator deposits 5 times the fixed rate in one payment, then he will not have to pay the annual fee again.

The draft further reads, as per the rates fixed in the draft, the operators will have to deposit Rs 2000\/- annually to erect a tower in development authority and urban improvement trust, Rs 1500\/- annually for municipal corporation and Rs 1000\/- annually for
Nagar Palika<\/a>.
