In his message to TRAI<\/a> on its 25th anniversary, Chandrasekhar<\/a> said that his association with the regulator dated back to the earliest days when it was first set up and the debates on the need, structure and process were being done.
“The principles on which TRAI was built were simple, yet exemplary. These were transparency, fairness, non-discriminatory treatment, a tradition of open consultations, and well-reasoned orders which could be tested in the court of law,” Chandrasekhar<\/a> said.
<\/p>
The minister said that though the TRAI, like any other institution, has had its ups and downs over the years, the regulator had always ensured that the rights of the consumers were always protected and there had been “high quality, long term” investments in the telecom sector.
In 2015, Chandrasekhar, who was then a member of the Rajya Sabha, had written to the then Union Minister for Information Technology Ravi Shankar Prasad, urging him that the TRAI and DoT<\/a> must carefully consider all aspects of Net Neutrality<\/a> before making any recommendations.
“TRAI can only make recommendations under Section 11 of the TRAI Act<\/a>. Eventually, it is the Committee on Net Neutrality<\/a> within DoT<\/a> and finally, the Telecom Commission<\/a> which will need to expand the scope of examination and discussion on the very crucial issue of network neutrality,” Chandrasekhar had then said in his letter.
