\"\" NEW DELHI : Russia-based Sistema<\/a> JSFC’s India telecom unit hopes the upcoming Union Budget<\/a> will indicate a phased reduction in license fees for the telecom sector as well as a lower contribution by operators to the Universal Service Obligation (USO<\/a>) fund which is used to deepen telephony in rural and remote areas.

In an emailed response to ET’s queries, Sistema Shyam Teleservices Chief Executive
Dmitry Shukov<\/a> said the telecom sector annually pays license fee of 8%, spectrum usage charges of 3% to 10%, service tax<\/a> at 12.36% in addition to other corporate and municipal taxes.
\n
He believes that the multifarious taxes, charges and fees applicable to the
industry<\/a> should be unified and rationalized and suggested implementation of industry-friendly single taxation structure for the sector.
\n
\nCurrently, telecom industry is subject to service tax, license fee including universal service obligation levy and spectrum charges, besides, the states levy of additional taxes such as Octroi, VAT, stamp duty, entry tax and charges on putting towers.
\n
\n“One wishes that intent and commitment resonates in the Budget well,” said Shukov, referring to the government’s statements about transparency and clarity of policy.
\n
\nThe government should also consider the reduction in USO fund levy from a current present 5% to 1% in a phased manner and implement a single tax structure.
\n
\n“Considering the fact that more than Rs. 25,000-crore is lying unutilized in USOF kitty, DoT should consider to reduce the levy towards USO fund from present 5% to 1% in a phased manner,” said Shukov.
\n
\nOperators have extensively rolled out in rural areas in addition to DoT’s rollout obligations to cover Block headquarters, he added and suggested that a license fee, including the USO fund contribution, should be reduced to 3% over a defined glide path.
\n
\nHe also said the company expects a clear long-term roadmap for the sector and issues relating to pricing and auction of airwaves in 800 MHz spectrum band.

The company, which operates under the
MTS<\/a> band, is the only operator to purely offer telecom services on the CDMA technology that runs in the 800MHz band.
